<br />l80 <br /> <br />TUESDAY <br /> <br />OCTOBER 25, 1977 <br /> <br />In connection with the aforementioned Mulberry Road Extension project, Council was <br /> <br />apprised of the effect of said project upon recreational facilities currently at <br /> <br />Brown Street Field as well as upon recreational programs being conducted at this <br /> <br />site, some of which would be relocated elsewhere, probably to Clearview Field at <br /> <br />an estimated cost of $15,000.00, with a major portion of this expenditure (as was <br /> <br />pointed out by both the City's Assistant City Manager-Public Works Director and the <br /> <br />City's Recreation Director) being required to replace certain existing facilities at <br /> <br />Clearview Field to maintain its present usefulness. After some discussion, Council <br /> <br />indicated that it desires to examine the complete plans for the proposed renovation <br /> <br />of Clearview Field, meanwhile deferring action on this matter to allow interested <br /> <br />citizens to become informed on said proposed renovation and to allow citizen in-put <br /> <br />thereon, perhaps at Council's next regular meeting. <br /> <br />Upon recommendation of City Manager Noland, Council approved (for execution on behalf <br /> <br />of the City) a "Memorandum of Agreement" between the City, Henry County, and the <br /> <br />Virginia Department of Highways & Transportation, which agreement provides for the <br /> <br />updating of the 1969 Area Transportation Plan. In connection therewith, Council appointed <br /> <br />City Manager Noland, Assistant City Manager-Public Works Director George W. Brown, <br /> <br />Traffic & Planning Director Irving R. McGhee, and Mr. J. A. Gustin, local Engineer- <br /> <br />Consultant, as the City's members-representatives to a joint committee being established <br /> <br />to proceed with and develop said updating. <br /> <br />Upon recommendation of City Manager Noland and Assistant City Manager-Public Works <br /> <br />Director George W. Brown, supported by a staff member of the State Department of <br /> <br />Corrections, Council authorized the employing of two additional guards for the City's <br /> <br />Prison Farm to ensure the presence of two guards on each of the two work-shifts between <br /> <br />the hours of 4:00 P.M. and 8: A.M., following, noting that the present personnel <br />
