Owners of property abutting secondary streets excluding those streets <br />designated as thoroughfares, as shown on the Martinsville Thorough- <br />fare Plan and as adopted by City Council, shall participate in the <br />cost of curb-and-gutter and sidewalks to the extent of $1.84 for each <br />foot of frontage. Owners of property fronting another street but <br />having sideline frontage sh~ll participate in the cost of such <br />improvements to the extent of $0.76 per foot of sideline frontage. The <br />one exception involves sidewalk construction along designated routes to <br />schools. In this case, there is no cost participation by the property <br />owners. (*See note at bottom of this page). <br /> <br />3. If the City elects to undertake, without State participation, an <br />improvement project along any street designated a thoroughfare as <br />shown on the Thoroughfare Plan, the following shall apply: <br /> <br />a. All rights-of-way and easements needed for such projects shall be <br />conveyed to the City without cost before such projects will be <br />undertaken. The design of such streets shall be as determined by <br />the City. <br /> <br />b. The cost of all steps, walls, and fences that must be replaced as <br />a result of the construction shall be borne by the City. Land <br />areas disturbed by the construction shall be seeded to prevent <br />erosion as determined by the City. <br /> <br />c. Before any street improvement project is approved and implemented, <br />all owners of property abutting the street on which the improvement <br />project is contemplated must sign a standard City damage waiver <br />related to the proposed project. <br /> <br />d. The City at its cost shall grade and/or fill existing driveways <br />that do not match the grade of the improvement after said <br />improvement has been constructed, if possible, in such a manner <br />as to permit motor vehicles to enter and exit over these driveways. <br />Driveway improvements such as pavement, stone, etc., shall be <br />replaced by the City with like material along the portion of <br />driveways disturbed as a result of the construction. <br /> <br />*Council has the privilege of adjusting the property owner cost participation <br />amount at its discretion. <br /> <br />Through Assistant City Manager-Public Works Director George W. Brown, Council was apprised of <br /> <br />the fact that the City can not now comply with conditions of a permit issued to the City by <br /> <br />the State Water Control Board for the discharge by the City of effluent into Smith River, <br /> <br />inasmuch as the required upgr~ding of the City's sewage disposal (water pollution control) <br /> <br />plant is yet underway, the renewal of said permit being predicated upon compliance by the City <br />
