<br />"6 <br />I' <br />:1 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 27, 1977 <br /> <br />.-. <br /> <br />(u. S. Highways 58 and 220 and State Routes 57 and 108) are not <br />required to participate in the cost of curb-and-gutter or side- <br />walk construction. <br /> <br />Reasons: <br />a. These streets are eligible for cost participation by the <br />State Department of Highways and Transportation to the <br />extent of 90%; and these roads serve the City, County, <br />and the State in a general way. Their primary need and <br />use is for the general public rather than for those who <br />own property adjacent to such roadways. <br /> <br />/- <br /> <br />2. Property owners abutting secondary streets shall participate in <br />the cost of curb-and-gutter and sidewalks to the extent of $1.84 <br />for each foot of frontage. Owners of property fronting another <br />street but having sideline frontage shall participate in the cost <br />of such improvements to the extent of $0.76 per foot of sideline <br />frontage. <br /> <br />The one exception involves sidewalk construction along designated <br />routes to schools. In this case, there is no cost participation <br />by the property owners. <br /> <br />B. Proposed Policy <br />1. Owners of property abutting primary roads (Routes 58, 220, 57, and <br />108) and owners of property abutting streets proposed for construction <br />or reconstruction under the Martinsville Thoroughfare Plan, as <br />prepared by the Virginia Department of Highways and Transportation and <br />approved by the City, shall not be required to participate in curb-and- <br />gutter or sidewalk construction. <br /> <br />Reasons: <br />a. The same reasons now being applied to primary roads are applicable <br />to those streets designated as thoroughfares under the Thoroughfare <br />Plan. Even though these streets do not carry a primary route <br />designation, they are streets which are expected to carry heavy <br />volumes of traffic. <br /> <br />b. The primary need and use of these roads are for the general public <br />and not for the adjacent property owners. They are eligible for <br />cost participation by the State on the same percentage basis as <br />primary roads, which is 90%. <br /> <br />c. A number of streets which constitute a segment of the Martinsville <br />Thoroughfare Plan have been constructed or are in the process of <br />being constructed or planned. These are Lester Street, Mulberry <br />Road Extension, Brookdale Street, and Spruce Street. It would <br />appear that only two streets would possibly be affected by this <br />change, these being Barrows Mill Road and Clearview Drive. City <br />Council has approved Barrows Mill Road for reconstruction, and it <br />is probable that at least a portion of Clearview Drive could be <br />improved by the City before the State would earmark funds for this <br />project. <br />
