OAKES <br /> <br />SUBJECT: RECOMMENDED POLICY CHANGE RE: THOROUGHFARES <br /> <br />DATE: <br /> <br />SEPTEMBER 23, 1977 <br /> <br />During recent months, I have worked with the City Administration regarding <br />two street projects in which widening and the installation of curb and <br />gutter were involved. These two projects were Liberty Street (Route 108) <br />and Barrows Mill Road. Both constitute a part of the Martinsville <br />Thoroughfare Plan. Liberty Street is classified as a primary route, and <br />Barrows Mill Road is classified as a secondary street. Since both of these <br />projects are included in the Thoroughfare Plan and are designed to carry <br />traffic on an area wide basis, it seems unfair to request property owners <br />to donate right-of-way and participate in the cost of construction in one <br />case and not require participation in the other. I am, therefore, recommending <br />that the Council consider changing our present curb and gutter policy as it <br />relates to streets shown on the Martinsville Thoroughfare Plan. <br /> <br />I am attaching for your review and consideration a description of our present <br />policy and a recommended policy covering such construction, along with <br />reasons for the recommended change. <br /> <br />I have discussed this matter with the City Administration as to its overall <br />effect and impact regarding future construction, and they state that the only <br />effect on future budgets would be a minor reduction in revenue from property <br />owners who would have participated in construction under existing policy. <br /> <br />Because of the fact that only a few streets would be involved in this policy, <br />with the amount of such construction limited to relatively small projects, I <br />do not believe that this change would materially affect revenue from this <br />source.
