<br />1.6 <br /> <br />SEPTEMBER 27, 1977 <br /> <br />TUESDAY <br /> <br />- <br /> <br />Council was apprised of the fact that, under the Federal Government's Community Employment <br /> <br />Training Act ("CETA"), Federal funds in the amount of $211,720.00 are available to the City <br /> <br />of Martinsville for the year beginning October 1, 1977, to employ persons in governmental- <br /> <br />associated positions under Title II of this Act, which requires that such persons be <br /> <br />unemployed or under-employed. A proposal for the use of these funds was presented through <br /> <br />City Manager Noland by the City's Administrative Assistant, Mr. J. Michael Grubbs, which <br /> <br />proposal outlined positions for thirteen employees and provided for twenty employees under <br /> <br />the City School Board. Councilman West maintained that approval of this program would be <br /> <br />a dis-service to local businesses and industries because of current labor shortages in the <br /> <br />area; and, furthermore, Mr. West contended that the City has a sufficient number of employees <br /> <br />to continue the providing of services to the citizens, noting that the City currently has on <br /> <br />its payroll more employees than it had several years ago when the population of the City was <br /> <br />then larger than it now is. After discussing various aspects of this proposal, and receiving <br /> <br />from Mr. William B. Peterson, "CETA" Director for the City School System, a resume of <br /> <br />additional personnel needs of the School System which might be met through this program, <br /> <br />Council defeated Councilman West's motion that the City not apply for these funds, the vote <br /> <br />being four-to-one against the motion (viz., Councilman West voting in the affirmative and all <br /> <br />other members of Council voting in the negative). Indicating its need for additional <br /> <br />information supporting the various job descriptions included in the proposal and, also, its <br /> <br />desire to arrive at a decision thereon, i.e., whether to apply for the funds, in time to meet <br /> <br />an application deadline, Council called for a special meeting to be conducted on this subject <br /> <br />on Wednesday afternoon, September 28, 1977, in the event that an extension of the current <br /> <br />deadline can be obtained. <br /> <br />..- <br /> <br />Upon recommendation of Councilman Oakes, who--in collaboration with the City Administration-- <br /> <br />prepared a proposed policy governing the construction by the City of curb-and-gutter-and/or- <br />
