<br />~64 <br /> <br />SEPTEMBER 27, 1977 <br /> <br />TUESDAY <br /> <br />in the City, as a continuation and/or implementation of such a program initiated and <br /> <br />conducted by the Martinsville JAYCEES during the 1976-77 winter, Council received <br /> <br />supplemental information thereon from Mr. Robert T. George, Chairman of the Welfare <br /> <br />Board and a member of the JAYCEES, and from Mr. James D. Dean, JAYCEE Board Chairman, <br /> <br />the latter having appeared before Council on behalf of such a program on August 23rd: <br /> <br />The Martinsville Welfare Board met on Tuesday, September 21, 1977 <br />and considered the need for operating a Winterization Program in <br />the City of Martinsville. It was decided there is a need for such <br />a program in the City and the Social Services Department would be <br />able to administer it under the following conditions. <br /> <br />1. The personnel Director will be responsible for securing a <br />competent, experienced supervisor for the program and the necessary <br />workers to meet the quota required by the program. <br /> <br />2. The supervisor will be responsible for ordering materials and <br />maintaining the necessary records as well as supervising the workers. <br /> <br />3. The Martinsville Department of Social Services will be the agent <br />responsible for determining eligibility for the program, completing <br />applications and preparation of invoices and payroll to be submitted <br />to the Virginia Association of Community Action Agency or the <br />Department of Finance for payment. <br /> <br />After some discussion, in which Councilman West expressed his opposition to such a program <br /> <br />on the premise that its sponsorship by the City, in conjunction with the Virginia Association <br /> <br />of Community Action Agency, would compete with private enterprise engaged in providing and <br /> <br />installing insulation materials, Council--upon motion, duly seconded--authorized the <br /> <br />proceeding with the program, contingent upon Council's prior approval of eligibility <br /> <br />criteria to be developed by the Welfare Board. All members of Council voted in favor of <br /> <br />the authorizing motion, with the exception of Councilman West, who abstained because of the <br /> <br />nature of his private business, i.e., the manufacture of windows and glass doors and other <br /> <br />home components, with Mr. West stating that--without the criteria condition attached to the <br /> <br />motion to authorize this program--he would have voted against the motion. <br />
