Dec. 1, 1979 File Application for License with FPC. Dec. 1, 1981 Receive FPC License. Jan. 1, 1982 Sell bonds for financing construction. Apr. 1, 1982 Award contract for major construction. Dec. 1, 1984 Project on-line. Following this presentation and a discussion thereof, including the possibility of obtaining electric energy from the Philpott Dam Hydro-Electric Plant (on Smith River), operated by the U. S. Corps of Engineers, and with Council being informed that the City of Martinsville has filed notice with the appropriate agency that the City wishes to be notified in advance of expiration of present electric energy contracts the Corps of Engineers holds with other contracting parties, in order that the City might be considered in the allocating of such energy, should the City deem feasible the purchasing of energy from this source, Council unanimously authorized R. W. Beck & Associates to prepare an Application for a Preliminary Permit (from the Federal Power Commission) and to conduct and report on an Appraisal Study (Phase I), pursuant to the following proposal submitted by this firm, for which sufficient funds were appropriated by Council in the City's adopted 1977-78 Budget: 1. Preparation of an Application to the Federal Power Commission (FPC) for a Preliminary Permit for the proposed Ridgeway and Fosters Falls Hydroelectric Projects. 2. Phase I, Appraisal Study and report relating to expansion and rehabilitation of the existing Martinsville Hydroelectric Plant.
