Phase I, Appraisal Study and report relating to development <br />of the proposed Ridgeway Hydroelectric Project and the expansion <br />of the existing Martinsville Hydroelectric Plant. <br /> <br />4. Phase I, Appraisal Study and report relating to development <br />of the proposed Ridgeway Hydroelectric Project, expansion of <br />the existing Martinsville Hydroelectric Plant, and preparation <br />of an Application to the FPC for Preliminary Permit for the <br />Ridgeway and Fosters Falls Hydroelectric Projects. <br /> <br />A Preliminary Permit is usually issued by the FPC in about 12 <br />months following receipt of the Application, and would be <br />valid for a period of 36 months during which all sites covered <br />by the Permit could not be preempted by another entity. The <br />various Articles of the Permit would define required items <br />for investigation which would have to be performed in order <br />to maintain the Permit. Based on preparation of many similar <br />projects, we estimate the cost for preparing an Application <br />for Preliminary Permit, for both the proposed Ridgeway and <br />Fosters Falls Hydroelectric Projects, would be about $10,000. <br />Preparation of the Application could be completed in <br />approximately two months subsequent to authorization to <br />proceed. <br /> <br />The Phase I, Appraisal Study would include the general <br />work items described below which are subject to minor <br />variations relating to the characteristics of specific <br />sites. <br /> <br />1. Field inspection by senior personnel of R. W. Beck and <br />Associates, of the present condition of all existing <br />structures and site conditions at proposed locations for <br />new projects. <br /> <br />2. Compilation and analysis of all available data. <br /> <br />3. A study of the hydrology of all streams involved, including <br />review and analysis of data published by the United States <br />Geological Survey (USGS). <br /> <br />4. A review of current electrical loads, and a preliminary <br />forecast of monthly loads and monthly load duration curves <br />to define monthly power requirements from the proposed project, <br />which can be compared with monthly stream flow information in <br />comparable periods of time. <br /> <br />5. Preparation of a preliminary project arrangement, and <br />determination of reservoir volumes. <br />
