A study of possible reservoir operation methods to satisfy <br />power output requirements and monthly streamflows during critical <br />periods of flow. This would include determination of dependable <br />capacity (kW) and firm energy (kWh) from the proposed project <br />and estimated amounts of average annual energy which could be <br />generated. <br /> <br />7. Preparation of a preliminary cost estimate consistent with <br />the scope of work, but in sufficient detail to allow for sound <br />planning relating to continued work on the project. <br /> <br />8. Preparation of an economic comparison for the proposed <br />project, which would include annual costs for construction <br />and operation as compared to the annual value of generation <br />obtained from project operation. <br /> <br />9. Review available environmental data and identify potential <br />areas of concern with project construction. <br /> <br />10. Preparation of an Appraisal Report discussing the results <br />of the work described above, and including conclusions and <br />recommendations. <br /> <br />We estimate an Appraisal Study for expansion of the existing <br />Martinsville Plant, would require approximately five months to <br />complete and would cost about $30,000. However, once manpower <br />has been scheduled for a particular study, additional work items <br />can be included at lower cost. Consequently it is estimated that <br />an Appraisal Study for both expansion of the existing Martinsville <br />Plant and the proposed Ridgeway Project could be completed in six <br />to seven months following authorization to proceed, and would cost <br />about $45,000. <br /> <br />If an Appraisal Study for both the existing Martinsville Hydro- <br />electric Plant and the proposed Ridgeway Project were authorized, <br />work performed in this study could be utilized in preparation of <br />an Application for a Preliminary Permit. Consequently it is es- <br />timated that the combined work would cost approximately $50,000, <br />or a savings of $5,000 over that if the work were performed <br />separately. To allow for escalation of expense items and other <br />increased costs based on generalized scope of work given above, <br />it is considered prudent to provide a contingency allowance of <br />15% on the above estimates. <br /> <br />Our previous work (Site Selection Survey Report) concluded that <br />the proposed project developments indicate economic feasibility. <br />We therefore believe that the City's most appropriate alternative <br />for the next phase of work would be an Appraisal Study of both <br />the existing Martinsville Plant and the proposed Ridgeway Project, <br />
