CONCLUSIONS <br /> <br />Based on the complete study, the following conclusions <br />are made: <br /> <br />a. Due to increasing costs of power, it appears that <br />it would be advantageous for the City to develop hydro- <br />electric capacity by the mid-1980's. <br /> <br />b. The Ridgeway Project is the most appropriate <br />hydroelectric site for further investigation due to its <br />proximity to the City, size of installation and its <br />comparative economics with other hydroelectric sites <br />and alternative means of generation. <br /> <br />c. The existing Martinsville Hydroelectric <br />Plant has opportunities for economical expansion. <br /> <br />d. The Fosters Falls Project shows merit as a <br />potential Energy Plant. <br /> <br />e. Each of the above projects shows sufficient <br />promise of ultimate feasibility to justify further <br />investigations in greater detail than allowed by the <br />scope of this report. <br /> <br />2. RECOMMENDATIONS <br /> <br />The following recommendations are made: <br /> <br />a. An appraisal study should be initiated <br />promptly on the Ridgeway Project, and the work <br />should include an appraisal of the potentials for <br />expansion of the existing Martinsville Hydroelectric <br />Plan t. <br /> <br />b. Studies of the Fosters Falls Project should <br />follow as a second stage investigation. <br /> <br />c. Consideration should be given by the City <br />to filing an application to the Federal Power <br />Commission for a Preliminary Permit to investigate <br />the sites to protect its priority. <br /> <br />d. Investigations should be planned, if the <br />Ridgeway Project is to be on-line in late 1984, to <br />comply with the following tentative critical dates: <br />
