<br />:28 <br /> <br />TUESDAY <br /> <br />JULY 26, 1977 <br /> <br />some seven and one-half acres of land and situated near or adjacent to Roundabout <br /> <br />Road and the Norfolk & Western Railway Company's right-of-way, to collect delinquent <br /> <br />taxes thereon due the City of Martinsville in accordance with said State statutes <br /> <br />(see Section 58.lll7.2 within Article 8, Chapter 21, Title 58, of the CODE OF VIRGINIA, <br /> <br />1950, and as amended). <br /> <br />By unanimous action, Council appropriated the sum of $960.60 for the purpose of paying <br /> <br />said sum to the County of Henry as the City's cost of remodeling two offices in the <br /> <br />Henry County Courthouse building for two Probation Officers assigned to the City of <br /> <br />Martinsville. <br /> <br />After discussing certain problems arising from mis-use of the City's parks by a <br /> <br />limited number of individuals, Council unanimously adopted the following ordinance <br /> <br />amending Section ll-30 of the City Code, effective on and after August 1, 1977: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia~ <br />in regular session held on July 26, 1977, that Section ll-30 of the <br />Code of the City of Martinsville, Virginia (197l, and as amended) be <br />and is hereby amended to read as follows: <br /> <br />It shall be unlawful for any person to loiter or play in <br />or upon any public park or playground in the City between <br />the hours of ll:OO P.M. and 7:00 A.M. on the following <br />day, official City time, or during the hours of which any <br />such park or playground is closed as indicated by posted <br />signs at the entrance(s) of any such park, describing <br />such hours of closure. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists <br />and that this ordinance shall become effective on and after <br />August l, 1977. <br /> <br />In a related matter, Mr. Thomas J. Womack called Council's attention to the congregating <br /> <br />of persons, and the disturbances created by such persons, at certain locations within <br />
