That there was no clear demonstration of need for these <br />units. <br /> <br />The Planning Commission respectfully submits the above recommendation <br />for Council's further consideration. <br /> <br />In tentative acceptance of the Planning Commission's recommendation (dated July 22, <br /> <br />1976) that the petition filed by Attorney Benjamin R. Gardner under date of April <br /> <br />26, 1977, seeking--on behalf of the owners and/or prospective owners--a "P-2 <br /> <br />Professional" rezoning of property located at 226 Starling Avenue, be approved, Council <br /> <br />called for a duly-advertised public hearing on this petition to be conducted at Council's <br /> <br />forthcoming August 23rd meeting. <br /> <br />Upon motion, duly seconded and unanimously carried (by a recorded vote), Council convened <br /> <br />into an Executive Session to consider certain personnel matters, following which Session <br /> <br />Council reconvened into regular session and, upon motion(s), duly seconded and unanimously <br /> <br />carried (with the exception that Vice-Mayor Cole abstained from voting on the second of the <br /> <br />following two appointments) appointed Mr. James W. Hopkins (who is Assistant to the City's <br /> <br />Public Works Director) to the Environment Committee of the West Piedmont Planning District <br /> <br />Commission, and Vice-Mayor Cole to the Board of Directors of the recently-authorized West <br /> <br />Piedmont Criminal Justice Training Academy. <br /> <br />Council accepted the City administrative staff's proposed program involving construction <br /> <br />of curb-and-gutter-and-sidewalk for fiscal 1977-78, cost of which is estimated at $l38,000.00 <br /> <br />for the nine-to-ten projects approved. Council also authorized the extending of curb-and- <br /> <br />gutter along Liberty Street (Route l08, Figsboro Road), a project now underway, for an <br /> <br />additional length not initially authorized, in order that such additional segment might be <br /> <br />"squared up" to a more logical point, if such extension will not require the purchase (by <br /> <br />the City) of additional right-of-way. <br />
