<br />~2 <br /> <br />TUESDAY <br /> <br />JULY 12, 1977 <br /> <br />Councilman Greene reiterating and supporting his disagreement with the recommendation, <br /> <br />as he did in 1974 on the same proposal. Councilman West offered the substitute motion, <br /> <br />seconded by Councilman Oakes, that Council accept the Electoral Board's recommendation <br /> <br />to consolidate the two precincts, on which motion Councilmen West and Oakes voted in <br /> <br />the affirmative and Mayor Hobson, Vice-Mayor Cole and Councilman Greene voting in <br /> <br />the negative; thus, the substitute motion failed to carry. * (see addendum below) <br /> <br />,,- <br /> <br />Council set the date of July 18th for its 1977 tour and review of petitions for the <br /> <br />construction of curb-and-gutter and/or sidewalk, adding to this list of petitions <br /> <br />a request for curb-and-gutter along Ailcie Street, just received. <br /> <br />Council acknowledged receipt of a report from the State Department of Education, <br /> <br />in which (report) a representative thereof informed Council and the City School <br /> <br />Board that two of the City's fleet of school buses do not meet the standards and <br /> <br />specifications required by the State for school buses. Council was also informed <br /> <br />that its fleet of public transportation buses, recently taken out of service <br /> <br />because of the discontinuance of public transportation within the City, can not be <br /> <br />feasibly adapted to student transportation requirements nor qualify for State aid. <br /> <br />Upon recommendation by the School and City administrative staffs that Council <br /> <br />- <br /> <br />authorize the purchase of one or two school buses to help meet the unknown-but- <br /> <br />anticipated free-pupil-transportation needs to be inaugurated with the beginning <br /> <br />of the 1977-78 school year, Council unanimously authorized the purchase of one such <br /> <br />bus, the cost of which is to be funded (in part) from the City's share of the proceeds <br /> <br />from the proposed sale of its public transit buses and from Revenue-Sharing surplus. <br /> <br />- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - <br /> <br />* ADDENDUM (per Council's direction from meeting of 07-26-77) = <br />During discussion of Electoral Board's recommendation (that foregoing precincts be <br />consolidated, City Attorney Worthy verbally expressed opinion that U. S. Department <br />of Justice would not approve the proposed consolidation for the reasons that it did <br />not approve similar proposal in 1974. <br />
