<br />t20 <br /> <br />TUESDAY <br /> <br />JULY 12, 1977 <br /> <br />1. The complete inadequacy of the West End Day Care Center <br />as a voting place. It is difficult to get into and out <br />of. It is dangerous to the safety of the children. <br />There is no space for storage of voting machines. The <br />voting there interferes with the function of the center. <br /> <br />2. There is no other public building within the bounds of <br />Precinct One. <br /> <br />3. The minimal size of the two precincts involved at last <br />report were No. One had 915 registered voters and No. <br />Six had 598. State law provides that precincts have <br />from 500 to 5000 registered voters. No. Two now has <br />1752, No. Three has 1065, No. Four has l36l, and No. <br />Five has 2305. <br /> <br />4. Albert Harris School, which would be the place of voting <br />when consolidated, now is the voting place for No. Six, <br />and is the roomiest most accessible and convenient voting <br />place in the city. <br /> <br />5. The objection in 1974 was largely about the danger of <br />voters having to cross Hwy. 220. This has been largely <br />alleviated by the opening of U. S. 220 Bypass. <br /> <br />At your meeting on July l2th, when this is discussed, we will have a <br />map showing the boundaries and voting places. <br /> <br />By copy of this letter, we are hereby, upon approval by the <br />Martinsville City Council, asking the City Attorney to make request <br />of the U. S. Department of Justice for their approval of these <br />suggested changes. <br /> <br />We request your action on these matters at your earliest convenience, <br />since the changes must be done not less than sixty days prior to an <br />election. Our next election will be on November 8, 1977. <br /> <br />Taking exception to the Electoral Board's findings in this proposal and/or opposing <br /> <br />the Board's recommendation included Mayor Hobson, Messrs. Thomas J. Womack, <br /> <br />Joseph Pritchett, Kermit E. Hairston, Robert Johnson, Carl Edwards, J. B. Travis, <br /> <br />and Attorney Robert A. Williams on behalf of the Voters League. Vice-Mayor Cole, <br /> <br />while commending the Electoral Board for discharging what it feels to be its <br /> <br />responsibility in bringing this matter to Council's attention, seconded Mayor <br /> <br />Hobson's motion that Council reject the Electoral Board's recommendation, with <br />
