Hanel, City Commissioner of the Revenue, brought to Council's attention a <br /> <br />recent revision of the CODE OF VIRGINIA (1950, and as amended) permitting a local <br /> <br />governing body to require the biennial filing by every claimant to property tax-exempt <br /> <br />status of an application for retention of such status, with Mr. Hanel further <br /> <br />pointing out that such a requirement will enable him, as the City's assessing <br /> <br />officer, to delineate better between taxable and non-taxable properties. <br /> <br />Mr. Hanel also called Council's attention to the fact that he is the only Commissioner <br /> <br />.-.. <br /> <br />of the Revenue within the State of Virginia who is certified as an assessing officer <br /> <br />and that, once he leaves office, his successor can not be so certified, the result <br /> <br />of which will require the establishing by the City of a reassessment office, separate <br /> <br />and apart from the Commissioner's office and jurisdie~ion, or contract with some <br /> <br />commercial property appraisal firm, either of which will cost the City more than <br /> <br />the present arrangement (i.e., with the Commissioner being the official assessing <br /> <br />officer and the State of Virginia sharing in the expenses of his office). Both of <br /> <br />these matters Council referred to City Attorney Worthy for study, asking for a <br /> <br />recommendation on the first matter and for an opinion on the second matter. <br /> <br />Further, Mr. Hanel outlined the duties and responsibilities of his office staff, <br /> <br />including their roles in the property tax assessment procedure. <br /> <br />Mr. Harry G. Copenhaver, member and Secretary of the City's Electoral Board, presented <br /> <br />the following statement and recommendation on behalf of said Board, pertaining to the <br /> <br />recommended consolidation of Voting Precincts #1 and #6: <br /> <br />At the meeting of the Martinsville Electoral Board on July 5, <br />1977, a resolution requesting the consolidation of the First <br />and Sixth Voting Precincts into one precinct to be designated <br />NEW Number One was adopted. <br /> <br />Our reasons for again requesting this consolidation are as follows: <br />
