<br />:11 <br /> <br />TUESDAY <br /> <br />JUNE 28, 1977 <br /> <br />Mr. George W. Brown, Assistant City Manager-Public Works Director, informed Council of <br /> <br />technical requirements to be met by the City if it is to qualify for the EDA grant, <br /> <br />Manager's June 24th memorandum--the City must appropriate and make immediately available <br /> <br />emphasizing that--with the recommended realignment of financing presented in the City <br /> <br />the sum of $l25,000 solely for the Social Services Office Building project, which sum would <br /> <br />be the City's share of the cost of this project, excluding non-reimbursable and/or <br /> <br />non-qualifying pre-application and/or pre-construction expenses. Upon motion by Councilman <br /> <br />Greene, duly seconded, and by a recorded vote, with Councilman West voting against the <br /> <br />motion and Mayor Hobson, Vice-Mayor Cole, and Councilman Greene voting in favor of the <br /> <br />motion, Council accepted the City administration's recommendations in this matter and <br /> <br />appropriated the sum of $125,000.00 as the City's share of the cost of the Social Services <br /> <br />Office Building project, with $40,000.00 thereof to come from General Fund surplus, with <br /> <br />$35,000.00 from 1976-77 funds originally allocated to thoroughfare construction, and with <br /> <br />the remaining $50,000.00 from 1977-78 budgeted funds for thoroughfare construction. <br /> <br />boards: <br /> <br />Council unanimously made the following appointments and/or reappointments to the following <br /> <br />(a) City School Board--Mrs. J. H. (Margaret P.) Irby, for a <br />three-year term beginning July l, 1977, succeeding <br />Mr. Jackson L. Kiser, who requested that he not be <br />reappointed and to whom Council expressed appreciation for <br />his services to the public during his tenure as a School <br />Board member; <br />(b) Regional Library Board--Mrs. Linda G. Lewis and Mr. John W. <br />Swezey to succeed themselves; <br />(c) Welfare Advisory Board*(re-instituted)--Mrs. James H. <br />(Helen S.) Barnes, Mr. Robert T. George, Mr. James Moyer <br />Merriman, Mr. O. Randolph Minter, and The Reverend <br />James C. Richardson, Jr., with these members to organize <br />themselves as such board and to "draw straws" for their <br />respective tenure terms. <br /> <br />Council also appointed Councilman L. D. Oakes and City Manager Noland as the City's <br /> <br />representatives on a special "Space Study Committee" for the Regional Library. <br /> <br />* should be referred to as Welfare Administrative Board _ see Council minutes <br />of 07-l2-77. <br />
