<br />1~ <br /> <br />TUESDAY <br /> <br />JUNE 28, 1977 <br /> <br />Since Council had authorized expenditure of $l25,000 of local <br />funds, to assure the three projects, we concluded that the <br />application should be revised, to show a Federal fund break- <br />down as follows: <br /> <br />Commonwealth Boulevard <br />Mulberry Road <br />Social Services Building <br /> <br />$250,000 <br />$200,000 <br />$150,000 <br />$600,000 <br /> <br />The federal funds and local funds combined assume the <br />likelihood that the Social Services building can be built <br />for no more than $275,000, a strong possibility. And in <br />the revised format the City can get back in rent, over a period <br />of time, 80% of the $125,000 originally supplied. None of <br />the local funds would come back in rent under the original <br />plan discussed on Tuesday. Also, further study of the <br />regulations indicate that the revised application will afford <br />greater and needed flexibility in determining the ultimate <br />scope of the Commonwealth Boulevard project. <br /> <br />I recommend that at next Tuesday's meeting Council should <br />amend its action taken at last Tuesday's special meeting, to <br />reflect the changes set forth herein. There is no problem <br />in re-identifying Thoroughfare funds as Social Service <br />building funds. <br /> <br />We presently understand that, for the first time, so far as <br />the City has been concerned, the Federal Government will authorize <br />the City to draw on one or more local Banks as Grant funds are <br />properly expended by the City, thus not depleting the City's <br />working capital. <br /> <br />In the ensuing discussion, Councilman West 'expressed opposition to the constructing of a <br /> <br />new Social Services Office Building, as contemplated, meanwhile suggesting that the <br /> <br />basement of City Hall might be developed to accommodate office needs for the Social <br /> <br />Services Department, to which suggestion the City's administrative staff indicated <br /> <br />that it has given consideration and, as a result, could not recommend this approach. <br /> <br />Mr. John Barrows, of 725 Susan Lane, expressed his opinion that the City needs to <br /> <br />take positive steps to keep local government under control in size and spending and <br /> <br />to be fiscally responsible. Mr. T. J. Childress, Jr., local realtor-insurance broker, <br /> <br />urged that the City look and go forward but always within its financial means. <br />
