<br />ql <br /> <br />TUESDAY <br /> <br />JUNE 28, 1977 <br /> <br />,- <br /> <br />10-l12 of the City Code, as placed on first reading June 8, 1976, these having to do <br /> <br />with on-street loading zones and "meter feeding", respectively. Councilman Greene <br /> <br />withdrew his motion for adoption of these amendments after some concern was expressed <br /> <br />by Vice-Mayor Cole and Councilman West as to the impact of these amendments and as to <br /> <br />the need for up-dated input by other interested groups and organizations. Upon motion, <br /> <br />duly seconded and unanimously carried, Council referred these proposals back to the CBD <br /> <br />Commission with the request that other interested groups and organizations, such as the <br /> <br />Retail Merchants Association and the Downtown Business Association, be consulted for <br /> <br />review of the proposals. <br /> <br />Council placed on first reading proposed amendments to Sections 10-102 and 10-117 of <br /> <br />the City Code, whereby citizens performing a specified public service for the City or <br /> <br />for Henry County might not be required to pay a City fine for parking violations, <br /> <br />these proposed amendments being proposed by the City's administrative staff. <br /> <br />Under date of June 24, 1977, City Manager Noland presented the following memorandum <br /> <br />relating to the Economic Development Administration's proposed grant of $600,000.00 for <br /> <br />three projects, as acted upon by Council at its special meeting held June 21, 1977: <br /> <br />,..-' <br /> <br />Following actions taken or authorized by Council at its special <br />meeting held on Tuesday afternoon of this week, calls to Federal <br />and State officials made it expedient to revise somewhat the <br />monetary allocations to three projects selected. And, we found <br />that the preliminary application forms had to be mailed on <br />Wednesday, to be delivered on June 24th, today, to meet a deadline. <br /> <br />The biggest consideration was our learning on Wednesday, not <br />illogically, that if Federal funds are used to build a Social <br />Services building, such construction costs could not be in the <br />future rate base for future rental payments of Federal funds to <br />the City. (Other costs, such as for maintenance and utilities, <br />would still be eligible.) <br />
