<br />L6 <br /> <br />TUESDAY <br /> <br />JUNE 28, 1977 <br /> <br />City Manager Noland informed Council that Congressman Dan C. Daniel's Washington <br /> <br />office has recently assured the City that it will receive the applied-for grant of <br /> <br />$8,500.00, pending anticipated routine approval, for the Pony Street construction <br /> <br />project. <br /> <br />Upon motion, duly seconded and unanimously carried, Council endorsed the appointing, <br /> <br />by the Virginia Department of Health, of Dr. Elizabeth W. Roycroft as Director of <br /> <br />the Regional West Piedmont Health District, effective September 1, 1977, succeeding <br /> <br />the late Dr. Robert W. Hartley, who died in March (of 1977) as the result of injuries <br /> <br />sustained in an automobile accident. <br /> <br />Upon recommendation of the City's Police Chief, Mr. F. A. Gard, Sr., who indicated <br /> <br />that Federal LEAA assistance grants for training law enforcement personnel is to <br /> <br />be discontinued and that a new arrangement for this purpose, under a proposed West <br /> <br />Piedmont Criminal Justice Training Academy, will not only result in less expense for <br /> <br />the City but also will better accommodate the participants, Council unanimously adopted <br /> <br />the following resolution in support of the proposed training academy: <br /> <br />WHEREAS, the training of all law enforcement personnel is <br />mandated by the State of Virginia; and <br /> <br />WHEREAS, it appears that the major expense of law <br />enforcement and criminal justice-related training may <br />be thrust upon each locality in the not-too-distant <br />future; and <br /> <br />WHEREAS, it has been determined that a mutual <br />cooperative formed for the express purpose of <br />providing required and pertinent training to the <br />law enforcement and criminal justice-related <br />personnel within the West Piedmont Planning <br />District could serve the best interest of each <br />participating locality; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Martinsville, Virginia that, on this <br />28th day of June, 1977, it hereby expresses its <br />intent to participate in the West Piedmont <br />Criminal Justice Training Academy under the rules <br />as outlined in the Charter of Agreement. <br /> <br />Council was adjourned. <br /> <br />W.
