Purchasing agent--Supervision and control; bond. <br />The purchasing agent, his office and staff, shall be under <br />the general supervision and control of the city manager. The <br />purchasing agent shall give bond for the faithful performance <br />of his duties in a sum and with surety approved by the council. <br /> <br />~ <br /> <br />Section 6-22. Same--Powers and duties generally. <br />The purchasing agent shall prescribe and enforce rules and <br />regulations, under which estimates, if, in his discretion, such <br />be necessary, of the needs of the using agencies shall be <br />submitted, requisitions shall be made, and contracts for <br />purchases may be made. Subject to the approval of the city <br />manager, the purchasing agent shall draw up and enforce <br />standard specifications which shall apply to all supplies, <br />materials and equipment purchased for the use of the city <br />government. The purchasing agent shall be in charge of, and <br />responsible for, the operation of the central city warehouses <br />and storerooms, and shall perform such other duties as may be <br />assigned to him by the city manager. <br /> <br />BE IT FURTHER ORDAINED by said Council that an emergency exists and that <br />the foregoing amendments shall take effect on and after July 1, 1977. <br /> <br />In connection with an up-dated pay plan for City employees to reflect the 6% cost-of-living <br /> <br />salary-wage increase approved by Council with its adoption of the 1977-78 City Budget on <br /> <br />June l4, 1977, by which up-dating approach not all City employees would achieve a full <br /> <br />six per cent increase, Council concurred in Councilman West's statement to the effect <br /> <br />that it is Council's intent that all City employees realize the full six per cent increase. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on an <br /> <br />application duly filed by the Martinsville Junior Chamber of Commerce for a Special-Use <br /> <br />Permit which, if approved, would allow this organization to conduct a "Fourth-of-July <br /> <br />Celebration" at Liberty Heights Fairgrounds on July 4, 1977. There being no objections <br /> <br />registered by any citizen to the granting of such a permit, and in acceptance of the <br /> <br />Planning Commission's report and recommendation dated June 24, 1977, Council approved <br /> <br />said application (and granted such permit) for a period of five years, beginning July 4, <br /> <br />1977, subject to annual review and extension by Council for the years 1978 through 1981. <br />
