10 .......... TUESDAY JUNE 28, 1977 The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, June 28, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, with the exception of Councilman L. D. Oakes, (who was away from the city), viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and Francis T. West. Following the invocation, Council approved--as recorded--the minutes of its regular meeting held June 14, 1977 and of its special meeting held June 21, 1977. Implementing a recent action by Council, in which it accepted the City Manager's recommendations pertaining to the City's Central Warehouse and the City's Purchasing Agent, making same independent of any City department and placing same under the direct jurisdiction of the City Manager, Council adopted the following four amendments to Articles I and III of Chapter 6 of the City Code: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on June 28, 1977, that Section 6-3 of the Martinsville City Code (1971, and as amended) be--and is hereby-- amended so that the word "purchasing" is deleted from the first sentence thereof and so that the words "City central warehouse" be deleted from the second sentence thereof. BE IT FURTHER ORDAINED by said Council that an emergency exists and that this amendment shall take effect on and after July l, 1977. - - - - - - - - - - - - - - - - - - - - - - - BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session held on June 28, 1977, that Sections 6-20, 6-21, and 6-22 of the Martinsville City Code (1971, and as amended) be-- and are hereby--amended, as follows: Section 6-20. Division of purchases. There shall be a purchasing department for the City, the head of which shall be the purchasing agent.
