186 TUESDAY MAY 3l, 1977 Based on a report submitted by the City on April 29, 1977, the City will receive $21,438 through the Special Fund this year. (l054 pupils bussed free X $20.34 per pupil) The state is in the process of phasing out Special Fund localities and moving localities to reimbursement under the Regular Fund. When a change is made, the locality is usually given a one-year notice of the change. 2. Regular Fund: Under this plan, localities are reimbursed on the basis of three factors. The amount of reimbursement depends on the yearly state appropriation to the Pupil Transportation Division. Mr. Bynum estimates that 1977-78 reimbursement amounts will be approximately the same as 1976-77. The three factors and 1976-77 amounts are as follows: 1. Pupil miles traveled per school year reimbursed at .10227 per mile. 2. Average daily students bussed free reimbursed at $9.75902 per student. 3. Number of state approved school busses used to transport students at $431.544 per bus. Forecast of Factors Included in State Funding Formula: In order to determine the cost of Free Bussing in Martinsville, it is necessary to forecast the three factors included in the State Regular Fund reimbursement formula. The forecast is as follows: l. Pupil Miles Traveled Per School Year: According to James W. Hopkins, Assistant to the Public Works Director, based on a mileage check of school bus routes on April 26, 1977, per day round trip mileage totaled 750.6 miles times 180 school days per year equals 135,108 miles. Charter miles and special school trips are omitted because the state will not reimburse for these miles. Mr. Hopkins estimates that if 3079 average daily students (explained later) ride the busses free, the busses will travel 202,662 miles. (135,l08 current miles plus 50% increase).
