<br />186 <br /> <br />TUESDAY <br /> <br />MAY 3l, 1977 <br /> <br />Based on a report submitted by the City on April 29, 1977, the <br />City will receive $21,438 through the Special Fund this year. <br />(l054 pupils bussed free X $20.34 per pupil) <br /> <br />The state is in the process of phasing out Special Fund <br />localities and moving localities to reimbursement under the <br />Regular Fund. When a change is made, the locality is usually <br />given a one-year notice of the change. <br /> <br />2. Regular Fund: <br /> <br />Under this plan, localities are reimbursed on the basis of <br />three factors. The amount of reimbursement depends on the <br />yearly state appropriation to the Pupil Transportation <br />Division. Mr. Bynum estimates that 1977-78 reimbursement <br />amounts will be approximately the same as 1976-77. The <br />three factors and 1976-77 amounts are as follows: <br /> <br />1. Pupil miles traveled per school year reimbursed <br />at .10227 per mile. <br />2. Average daily students bussed free reimbursed at <br />$9.75902 per student. <br />3. Number of state approved school busses used to <br />transport students at $431.544 per bus. <br /> <br />Forecast of Factors Included in State Funding Formula: <br /> <br />In order to determine the cost of Free Bussing in Martinsville, <br />it is necessary to forecast the three factors included in the <br />State Regular Fund reimbursement formula. The forecast is as <br />follows: <br /> <br />l. Pupil Miles Traveled Per School Year: <br /> <br />According to James W. Hopkins, Assistant to the Public Works <br />Director, based on a mileage check of school bus routes on <br />April 26, 1977, per day round trip mileage totaled 750.6 miles <br />times 180 school days per year equals 135,108 miles. Charter <br />miles and special school trips are omitted because the state <br />will not reimburse for these miles. <br /> <br />Mr. Hopkins estimates that if 3079 average daily students <br />(explained later) ride the busses free, the busses will travel <br />202,662 miles.
