<br />38 <br /> <br />TUESDAY <br /> <br />MAY 31, 1977 <br /> <br />the City's west corporate limits, this project would meet all requirements, cost <br /> <br />of which project (excluding medians, sidewalks, and curbing) is estimated at <br /> <br />$230,000.00. Council indicated that it would consider this matter further at its <br /> <br />next budget study session, subsequently directing that such session, in the form <br /> <br />of a special meeting, will be held Tuesday, June 7, 1977, in the Council Chamber, <br /> <br />beginning at 7:30 P.M. <br /> <br />-'~- <br /> <br />On various matters relating to the proposed budget, and in response to Councilman <br /> <br />West's inquiries, Council was informed that (a) there has been no increase, as of <br /> <br />May 31, 1977, in the number of Social Service departmental positions over a prior <br /> <br />period shown in the Manager's tabulation of employees, (b) the discontinuance of <br /> <br />the City's public transit system will result in the elimination of three bus <br /> <br />drivers, and (c) the proposed budget includes the basic salaries of four new or <br /> <br />additional employees. Councilman West then suggested that any cost-of-living <br /> <br />salary-wage increase, if allowed by Council, not exceed the five percent increase <br /> <br />allowed for 1976-77. Then, referring to an analysis entitled, "Free School <br /> <br />Bussing", as prepared by Councilman Greene and as hereinafter included in these <br /> <br />minutes, Councilman West expressed support--as a matter of fairness to taxpayers-- <br /> <br />of Councilman Greene's recommendation stated therein: <br /> <br />Current State Reimbursement Programs for Free Bussing: <br /> <br />According to R. A. Bynum, Supervisor of Pupil Transportation, Richmond, <br />there are two state reimbursement programs for free bussing: <br /> <br />1. Special Fund: <br /> <br />There are only 8 localities in the state, including Martinsville, <br />that are reimbursed through the Special Fund. Localities that are <br />reimbursed through the Special Funds are paid an amount per pupil <br />bussed free. The amount of reimbursement per child is dependent on <br />the total pupils included in the State Regular Fund and the State <br />Appropriation to the Pupil Transportation Division. <br /> <br />-<-----"_.,_._-------" <br />
