<br />384 <br /> <br />TUESDAY <br /> <br />MAY 3l, 1977 <br /> <br />A special and duly-called meeting (pursuant to Council's action taken during <br /> <br />its regular meeting held May 24, 1977) of the Council of the City of <br /> <br /> <br />Martinsville, Virginia, with Mayor William D. Hobson presiding, was held <br /> <br /> <br />Tuesday, May 31, 1977, in the Council Chamber, City Hall, beginning at 7:30 <br /> <br />P.M., for the purpose of studying and reviewing City Manager Noland's proposed <br /> <br />1977-78 City Budget, in the total sum of $16,674,532.00. All members of Council <br /> <br />were present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />Following the invocation, City Manager Noland referred to certain information <br /> <br />and/or tabulations prepared pursuant to Council's May 24th request and, also, <br /> <br />to supplemental information pertaining to the local hospital's proposed <br /> <br />expansion program (see Council minutes of May 24, 1977) and to the Piedmont <br /> <br />MH&MRS (Chapter 10) Board's budget request for 1977-78. In addition, because <br /> <br />of the possible effect upon the City's budget and financing plans, Assistant City <br /> <br /> <br />Manager-Public Works Director George W. Brown reviewed for Council certain developments <br /> <br />in connection with the recently-enacted Federal Public Works funding program, for which <br /> <br />the United States Congress has appropriated some four billion dollars, of which the <br /> <br />Commonwealth of Virginia has been allocated thirty-eight million dollars, noting <br /> <br />that the City of Martinsville can qualify for a portion thereof because the rate <br /> <br />of unemployment (for the twelve months ended February 28, 1977) in the combined area <br /> <br />of Martinsville and Henry County (during that period) exceeded the 5.9% norm <br /> <br />established for the State of Virginia. Council was further informed that, to take <br /> <br />advantage of such funds (allocations of which for Virginia localities are to be <br /> <br />made public on June 3, 1977), project construction must begin within ninety days <br /> <br />following project approval and (that), inasmuch as plans have been completed for the <br /> <br />widening of Commonwealth Boulevard from its present four-lane terminus westward to <br />
