<br />37 <br /> <br />TUESDAY <br /> <br />MAY 24, 1977 <br /> <br />.- <br /> <br />Mr. Clyde L. Britt, Executive Director of Memorial Hospital of Martinsville & Henry County, <br /> <br />appeared before Council and outlined the needs, purposes and scope of a proposed expansion <br /> <br />of said hospital, cost of which expansion (and partial renovation) is estimated at <br /> <br />$8,500,000.00, noting that--in order for the hospital to proceed with its expansion plans <br /> <br />and financing and in order for the hospital to obtain the required Certificate of Public <br /> <br />Need--letters of endorsement of said proposed expansion are required of local governing <br /> <br />bodies. Appearing also, on behalf of this project, and in support thereof, were <br /> <br />representatives of the hospital's Board of Trustees, its long-range planning committee, <br /> <br />and the local medical society. Upon motion, duly seconded and unanimously carried, <br /> <br />Council officially endorsed the project and authorized the writing of a letter certifying <br /> <br />thereto. <br /> <br />In acknowledging the report that the Martinsville Junior Chamber of Commerce organization <br /> <br />has filed with the Planning Commission an application for a Special-Use Permit to allow said <br /> <br />organization to conduct an "Old-Fashioned July 4th Celebration" at Liberty Heights <br /> <br />Fairgrounds on July 4, 1977 and, also, that the Planning Commission is in the process of <br /> <br />conducting its public hearing thereon, Council called for a duly-advertised public hearing to <br /> <br />be conducted on this application at Council's forthcoming June 28th meeting. <br /> <br />Following some discussion, Council "tabled" temporarily a proposal that fees be charged <br /> <br />and collected for certain fire prevention inspection permits. <br /> <br />Upon recommendation of the City's administrative personnel, noting that compliance with <br /> <br />the Federal Government's regulations, attached to Federal funding of sewage treatment plant <br /> <br />construction and/or upgrading, requires--among other things--the imposing by the local <br /> <br />funded jurisdiction of a "flat-rate" or unit cost sewer service charge, Council unanimously <br />
