<br />~80 <br /> <br />TUESDAY <br /> <br />MAY 24, 1977 <br /> <br />directed that a unit cost of fifty cents (50~) per one thousand gallons of water consumed <br /> <br />by each customer, with a monthly minimum bill charge of $2.00 for the first four <br /> <br />thousand gallons of water used, be established and effected as soon as possible. Council <br /> <br />was informed that an appropriate ordinance or City Code amendment would be prepared for <br /> <br />Council's consideration in the very near future, incorporating not only this directive <br /> <br />(i.e., established unit rate) but also certain provisions for user control, billings, <br /> <br />surcharges and other pertinent details, noting that surcharges shall be provided and <br /> <br />made for (1) capital investment recovery and (2) certain levels of industrial and/or <br /> <br />commercial waste discharge. <br /> <br />Council ordered that the following curb-and-gutter petitions be filed for Council's <br /> <br />forthcoming annual review: <br /> <br />(1) Beaver Street, between Smith Street and Memorial Boulevard; and <br />(2) E/S of Dan-Lee Terrace, between Susan Lane and end of present <br />curb-and-gutter. <br /> <br />Upon recieving City Manager Noland's proposed 1977-78 City Budget, accompanied by his <br /> <br />Budget Message, Council directed that the required synopsis of said proposed budget be <br /> <br />published and that a duly-advertised public hearing thereon be conducted by Council at <br /> <br />its forthcoming June l4th meeting. Meanwhile, City Manager Noland was directed to <br /> <br />prepare a tabulation reflecting the present number of City employees, comparing such <br /> <br />number with the number of such employees in recent (prior) years, as well as job <br /> <br />descriptions for proposed new employees. Council then called for a special "work- <br /> <br />session" meeting to be conducted by Council on Tuesday, May 31, 1977, beginning at <br /> <br />7:30 P.M., for a study of the proposed budget, on which budget Councilman Greene <br /> <br />offered the following written comments: <br /> <br />
