<br />361 <br /> <br />TUESDAY <br /> <br />APRIL l2, 1977 <br /> <br />Council that the proposed plan does not include personnel of the Social <br /> <br />Services Department, leaving to Council's discretion whether so to <br /> <br />include such personnel under the City's plan or allow these personnel <br /> <br />to be subject to the State plan; and, if in the latter event, coordination <br /> <br />of salary increases for merit to be coordinated with the City's plan <br /> <br />in the manner previously outlined to Council by memorandum from the <br /> <br />Manager. After some discussion, and upon motions (duly seconded and <br /> <br />unanimously carried), Council (l) adopted the City Manager's proposed <br /> <br />merit pay plan, effective July l, 1977, and (2) excluded therefrom personnel <br /> <br />of the City's Social Services Department. <br /> <br />Council continued for further consideration, pending presentation by the <br /> <br />City's administration of an estimate of cost of right-of-way required, <br /> <br />the question of filing an application for Federal Community Development <br /> <br />Block Grant of $8,500.00 for the construction of a street connection <br /> <br />between Pony Place and West Fayette Street (Route 57 West), meanwhile <br /> <br />authorizing the preparation of such an application for Council's <br /> <br />consideration at the time the right-of-way cost estimate is presented. <br /> <br />Pursuant to resolutions recently adopted by Council and the Henry County <br /> <br />Board of Supervisors, requesting the Virginia Department of Highways & <br /> <br />Transportation to give early consideration toward widening and improving <br /> <br />Liberty Street (within the City) and Route 108, said Highway Department <br /> <br />has indicated, Assistant City Manager-Public Works Director George W. <br /> <br />Brown reported, that such project could not be undertaken (were planning <br /> <br />to begin immediately) and/or completed before the next four-to-six years. <br />
