<br />36 <br /> <br />TUESDAY <br /> <br />APRIL 12, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, April 12, <br /> <br />1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Hayor; William C. Cole, Jr., Vice <br /> <br />Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held March 22, 1977 and of its special meeting held April 4, <br />1977 . <br /> <br />In connection with the proposed employee merit pay plan presented to <br /> <br />Council at its March 22nd (l977) meeting, as prepared by Municipal <br /> <br />Advisors, Inc., and in connection with the continuation thereof for <br /> <br />further consideration, City Manager Noland presented his recommended <br /> <br />revision of said proposed merit pay plan, providing for twelve steps in <br /> <br />each pay grade and (for) two-and-one-half per cent incremental steps, <br /> <br />indicating further that, for certain employees whose current salaries <br /> <br />are below the beginning pay step in certain pay grades, it is <br /> <br />estimated to cost approximately $25,000.00 to bring the salaries of <br /> <br />these employees to the proposed beginning pay level. City Manager <br /> <br />Noland informed Council, also, that his forthcoming proposed 1977-78 <br /> <br />City Budget would present salaries of employees as they currently are, <br /> <br />plus adjustments for the foregoing beginning pay levels, with the proposed <br /> <br />merit pay plan to be adjusted by whatever cost-of-1iving percentage <br /> <br />Council might grant or determine.
