<br />'41 <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1977 <br /> <br />COLLECTION OF A LICENSE TAX FROM OWNERS OF MOTOR VEHICLES, TRAILERS, <br /> <br />AND SEMI-TRAILERS OPERATED IN THE CITY OF MARTINSVILLE, VIRGINIA, AND <br /> <br />PROVIDING PUNISHMENT FOR VIOLATION THEREOF", Council adopted said <br /> <br />ordinance for the license tax year beginning March l, 1977, <br /> <br />paralleling a similar ordinance enacted by Council for the license <br /> <br />tax year which began March l, 1976. (NOTE: This ordinance is not <br /> <br />herein incorporated in these minutes but a copy is on file with the <br /> <br />Clerk of Council). <br /> <br />Continuing its consideration from its meeting held December l4, 1976, <br /> <br />Council authorized the executing (by City Manager Noland) of an <br /> <br />agreement between the City and the Piedmont Regional Mental Health & <br /> <br />Mental Retardation Services Board, whereby the City will serve as <br /> <br />Fiscal Agent (effective March l, 1977) for said Board or agency, under <br /> <br />the terms set forth in said agreement. <br /> <br />City Manager Noland presented to Council the following reports: <br /> <br />(l) Department of Social Services, pertaining to the <br />"purchased services" item within the current budget <br />and to the reference thereto in the City's financial <br />report for the six months ended December 3l, 1976; <br />(2) The City's energy conservation policies as they relate <br />to City-owned buildings and equipment; <br />(3) The City's Fire Department, for the calendar year <br />1976; and <br />(4) The Ad Hoc Energy Committee (Mr. A. S. Eisen, Chairman), <br />created to serve during the recent energy crisis, with <br />Council expressing its appreciation to the Committee and <br />its Chairman for their valuable services and accomplishments. <br /> <br />.- <br />Councilr,~'Greene brought to Council's attention the fact that the West Piedmont <br /> <br />Planning District Commission has on its agenda, for its forthcoming February <br />
