'41 TUESDAY FEBRUARY 22, 1977 COLLECTION OF A LICENSE TAX FROM OWNERS OF MOTOR VEHICLES, TRAILERS, AND SEMI-TRAILERS OPERATED IN THE CITY OF MARTINSVILLE, VIRGINIA, AND PROVIDING PUNISHMENT FOR VIOLATION THEREOF", Council adopted said ordinance for the license tax year beginning March l, 1977, paralleling a similar ordinance enacted by Council for the license tax year which began March l, 1976. (NOTE: This ordinance is not herein incorporated in these minutes but a copy is on file with the Clerk of Council). Continuing its consideration from its meeting held December l4, 1976, Council authorized the executing (by City Manager Noland) of an agreement between the City and the Piedmont Regional Mental Health & Mental Retardation Services Board, whereby the City will serve as Fiscal Agent (effective March l, 1977) for said Board or agency, under the terms set forth in said agreement. City Manager Noland presented to Council the following reports: (l) Department of Social Services, pertaining to the "purchased services" item within the current budget and to the reference thereto in the City's financial report for the six months ended December 3l, 1976; (2) The City's energy conservation policies as they relate to City-owned buildings and equipment; (3) The City's Fire Department, for the calendar year 1976; and (4) The Ad Hoc Energy Committee (Mr. A. S. Eisen, Chairman), created to serve during the recent energy crisis, with Council expressing its appreciation to the Committee and its Chairman for their valuable services and accomplishments. .- Councilr,~'Greene brought to Council's attention the fact that the West Piedmont Planning District Commission has on its agenda, for its forthcoming February
