<br />34 <br /> <br />TUESDAY <br /> <br />FEBRUARY 22, 1977 <br /> <br />24th meeting, the question of supporting or opposing the funding of the <br /> <br />Southwestern Virginia Health Systems Agency (HSA) for 1977 and/or the programs <br /> <br />and objectives of this agency, primarily funded by the Federal Government. <br /> <br />In response (and upon motion, duly seconded and unanimously carried), Council <br /> <br />went on record as sustaining and continuing its position taken thereon at its <br /> <br />meeting held March 23, 1976. <br /> <br />Councilman Greene also reported on his appearance (this date, February 22nd), <br /> <br />on behalf of the City, before a State Senate committee considering the proposed <br /> <br />HB #855 which, if enacted by the 1977 Virginia General Assembly, would provide <br /> <br />immunity to certain Virginia counties from annexation or annexation proceedings <br /> <br />by certain Virginia cities and, also, would provide the jurisdictions therein <br /> <br />the option of entering into an irrevocable agreement to share certain revenues <br /> <br />(i.e., growth-sharing) by a formula, the effect of which is yet unknown but, <br /> <br />on the basis of Councilman Greene's comprehensive study and analysis, yet <br /> <br />unchallenged by members of the 1977 Virginia General Assembly or by other <br /> <br />persons reportedly knowledgable on this matter, appears to be detrimental to <br /> <br />Martinsville. This proposed legislation, as has been previously noted, has <br /> <br />been passed by the Virginia House of Delegates and is now before the Virginia <br /> <br />Senate for its action thereon. Included, as follows, is the second portion of <br /> <br />Councilman West's statement presented earlier in the proceedings of this meeting: <br /> <br />There has been an avalanche of discussion, analysis, assumption <br />and publicity about annexation and companion bills in Richmond; <br />none of which, I believe, is as important to the people of <br />Martinsville as the right to the protection of their property. <br />In ten years of intimate knowledge of the Council, the City has <br />not instigated and annexation suit -- I don't believe it will in <br />
