<br />~38 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1977 <br /> <br />Chairman of said Committee, reported on actions and efforts taken by the <br /> <br />committee toward implementing Governor Godwin's Executive Order referred <br /> <br />to in said special meeting as well as subsequent (to 02-07-77) and additional <br /> <br />restrictions imposed upon natural gas suppliers by the State Corporation <br /> <br />Commission, meanwhile soliciting the cooperation of all citizens and business <br /> <br />firms toward conserving energy during the current crisis. Appreciation was <br /> <br />expressed by Council to the committee for its interest and efforts in this <br /> <br />cause. <br /> <br />City Manager Noland brought to Council's attention certain developments on <br /> <br />(and subsequent to) the introduction before the 1977 Virginia General Assembly <br /> <br />of proposed legislation, identified as HB #855 (already passed by the House of <br /> <br />Delegates and now before the Senate) and HB #2160, with special emphasis on <br /> <br />the unknown impact of either or both of these bills on Virginia loca1ttes, <br /> <br />especially that of HB #855 which, if passed and not vetoed by the Governor, <br /> <br />would provide elective and irrevocable immunity to certain counties from <br /> <br />annexation proceedings by certain cities and would also provide for revenue- <br /> <br />sharing between a city and county involved under a complex formula, the <br /> <br />on-going effects of which no one has been able to anticipate or project; however, <br /> <br />on the basis of certain factors developed by Councilmen Green and his analysis <br /> <br />thereof, it would appear that HB #855 would be to the financial detriment of <br /> <br />the City, excluding certain other unfavorable aspects of said bill. Council <br /> <br />took no action as to its position on either of these two bills but agreed to <br /> <br />call a special meeting of the Council should ensuing developments require <br /> <br />action or an official position statement by the Council. <br /> <br />. <br />
