<br />33 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1977 <br /> <br />opposition to Mr. Lester's application, citing (as some of their reasons for <br /> <br />opposing the application) their opinions that such an apartment complex would <br /> <br />be detrimental to the area, from both a property-depreciation standpoint and <br /> <br />the attracting of what might be termed "undesirable tenants", pointing out <br /> <br />further that Forest Street presently is somewhat of a "dead-end" street and <br /> <br />the traffic thereon is already congested and, too, that the development of <br /> <br />single-family houses would be more compatible and desirable. Councilman West, <br /> <br />in offering the motion (which was seconded by Councilman Oakes) that the <br /> <br />Planning Commission's recommendation be accepted, thus disapproving Mr. Lester's <br /> <br />application, cited in evidence the Planning Commission's careful and lengthy <br /> <br />deliberations on this matter as well as the stated reasons submitted by the <br /> <br />Commission and the validity thereof, the City's obligation to both the City-at- <br /> <br />large and its individual areas, the long-standing home-ownership character of <br /> <br />the area, and the desire (supported by Council's actions over the years) not to <br /> <br />over-ride the Planning Commission. In the discussion that followed, and in <br /> <br />response to Council's inquiries, City Attorney Worthy pointed out that his <br /> <br />concern--as legal advisor to the Counci1--emphasizes the need for justifiable <br /> <br />reasons on the part of Council to support whatever action it takes in this matter. <br /> <br />Councilman Green then offered the substitute motion (seconded by Vice-Mayor Cole) <br /> <br />that Council defer action in this case and continue same for further consideration, <br /> <br />pending a joint meeting with the Planning Commission, preferably at Council's <br /> <br />forthcoming February 22nd meeting. Councilman Greene's motion carried, with <br /> <br />Councilman Greene, Vice-Mayor Cole and Mayor Hobson voting in the affirmative, <br /> <br />and with Councilmen Oakes and West voting in the negative. <br /> <br />In connection with Council's special meeting held February 1, 1977, wherein <br /> <br />a special local Emergency Energy Committee was established, Mr. A.
