<br />336 <br /> <br />TUESDAY <br /> <br />FEBRUARY 8, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, February 8, <br /> <br />1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., v.i.ce Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held January 25, 1977 and of its special meeting held <br /> <br />February 1, 1977. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on Mr. Victor A. Lester's Application for a Special-Use Permit, as filed with <br /> <br />Council on October 26, 1976, seeking permission to be allowed to construct a <br /> <br />forty-unit apartment complex on Smith Lake Road, off Forest Street. In <br /> <br />beginning this public hearing, Council reviewed the Planning Commission's report <br /> <br />on said application, as presented to Council at its meeting held January 11, <br /> <br />1977, in which report the Commission recommended that the application not be <br /> <br />approved, for the reasons set forth in said report and as incorporated in the <br /> <br />minutes of Council's said January 11th meeting. In response, Mr. Lester <br /> <br />asserted that the proposed apartment complex would be consistent with govern- <br /> <br />mental goals of planned growth and progress. Mr. Lester further indicated, in <br /> <br />connection with the Planning Commission's report that ".....app1icant has given <br /> <br />no assurance that he would construct the proposed apartment complex in accordance <br /> <br />with stated plans," and in response to direct questioning on this point, that it <br /> <br />is his intention to construct and operate the complex although, if he should <br /> <br />receive a "good-enough offer", he would sell the property or complex.
