<br />32 <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1977 <br /> <br />.- <br /> <br />awarded a Federal grant of $38,501.00. Upon motion, duly seconded, and <br /> <br />carried, Council accepted the base bid of said Clyde Cahill, Contractor, <br /> <br />in the amount of $30,000.00 and, furthermore, authorized the City <br /> <br />administration to spend for selected alternates up to $8,501.00. <br /> <br />Vice-Mayor Cole and Councilman West abstained from voting on this motion, <br /> <br />with Councilman West indicating that he would have voted "No" on the <br /> <br />motion but for the possibility that such a vote might be interpreted as <br /> <br />adversely reflecting upon the contractor involved rather than represent <br /> <br />his stated opposition to the Federally-funded project. Meanwhile, Council <br /> <br />was advised that an additional grant of $10,500.00 for this project is <br /> <br />essentially assured after July 1, 1977. <br /> <br />- <br /> <br />In response to a written inquiry, pursuant to election laws, from the <br /> <br />Virginia Board of Elections, Council unanimously voted not to establish <br /> <br />a Central Absentee Voter Election District (or precinct) for all elections <br /> <br />to be held in the City during the year beginning February 1, 1977. <br /> <br />-- <br /> <br />Council was apprised of the considerable interest and need for the <br /> <br />construction of curb-and-gutter along Barrows Mill Road, between the <br /> <br />C1earview School entrance and the terminus of existing curb-and-gutter, <br /> <br />for which a petition is on file. Estimated cost of this project was <br /> <br />given as $25,000.00, with adjacent property owners to participate on a <br /> <br />shared-cost basis. Council unanimously gave tentative approval to <br /> <br />this project for the 1977-78 fiscal year, with a final determination <br /> <br />or decision thereon to be rendered during Council's consideration <br />
