The petition shall be accompanied <br />by information as required in paragraph C, I-a <br />of this section and by a demonstration of need. <br /> <br />For purposes of this paragraph, the title <br />"Residential Home for Adu1ts" shall mean any <br />residential structure operated either as a <br />public or private facility for the maintenance <br />or care of four or more adults who are aged, <br />infirm or disabled, except (1) a facility or <br />portion of a facility licensed by the State <br />Board of Health or the State Hospital Board <br />but including any portion of such facility not <br />so licensed, and (2) the home or residence of an <br />individual who cares for or maintains only <br />persons related to him by blood or marriage. <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on an Application for a Special-Use Permit, as filed by Mr. Daniel <br /> <br />C. Hairston through his attorney, Mr. Ebb H. Williams, III, to allow <br /> <br />applicant to convert his property, identified as the former Community <br /> <br />Hospital property on Armstead Street, to a Home for the Aged, under <br /> <br />provisions of the hereinabove-cited amendment to the City's Zoning <br /> <br />Ordinance. There being no objections registered thereto and in <br /> <br />acceptance of the Planning Commission's recommendation that said <br /> <br />Permit be issued for a period of six months unless substantial work <br /> <br />has been accomplished by applicant prior to the expiration date and <br /> <br />(that) a variance from the required setbacks be granted, Council unanimously <br /> <br />directed the issuance of said Special-Use Permit for the purpose set <br /> <br />forth above. <br /> <br />In response to Council's referral (from its regular meeting held November <br />
