<br />31 <br /> <br />THURSDAY <br /> <br />DECEMBER 30, 1976 <br /> <br />--- <br /> <br />requests for Federal funds and processed through and by the Regional Planning <br /> <br />agency. Specifically, the project in question involves the Blue Ridge <br /> <br />Airport Authority (the City being one of three participants in the Authority <br /> <br />and being represented thereon by two citizens) and the proposed extension of <br /> <br />the Blue Ridge Airport's runway from 3,600 feet to 4,200 feet, the providing <br /> <br />of parallel taxiways, and the providing of other major improvements at an <br /> <br />estimated cost of $850,000.00, with local matching funds estimated at <br /> <br />$42,500.00 and a like sum from the State of Virginia, should Federal funds <br /> <br />therefor be approved. Upon being advised that the proposed improvements <br /> <br />are in keeping with statewide master plans for airport developments, Council <br /> <br />authorized City Manager Noland to inform the West Piedmont Planning District <br /> <br />Commission that the City of Martinsville favors applying for the Federal-State <br /> <br />funds for this project, without any commitment on the part of the City at this <br /> <br />time as to any allocation of local funds. <br /> <br />,- <br /> <br />-- <br /> <br />City Manager Noland reported to Council that, under revised Federal regulations <br /> <br />on the administration of Federal Revenue-Sharing funds, the City administration <br /> <br />will be required to conduct a preliminary public hearing, as to proposed usage of <br /> <br />such funds, prior to submission of the City Manager's proposed budget for the <br /> <br />upcoming fiscal year and (that), in connection with consideration of the <br /> <br />Manager's proposed budget by City Council, the Council will be required to <br /> <br />conduct a public hearing on the proposed usage of such funds, the intent of <br /> <br />the Federal regulations being to encourage more citizen input toward the <br /> <br />selection or designation of projects to be financed by these funds. <br />
