31 THURSDAY DECEMBER 30, 1976 --- requests for Federal funds and processed through and by the Regional Planning agency. Specifically, the project in question involves the Blue Ridge Airport Authority (the City being one of three participants in the Authority and being represented thereon by two citizens) and the proposed extension of the Blue Ridge Airport's runway from 3,600 feet to 4,200 feet, the providing of parallel taxiways, and the providing of other major improvements at an estimated cost of $850,000.00, with local matching funds estimated at $42,500.00 and a like sum from the State of Virginia, should Federal funds therefor be approved. Upon being advised that the proposed improvements are in keeping with statewide master plans for airport developments, Council authorized City Manager Noland to inform the West Piedmont Planning District Commission that the City of Martinsville favors applying for the Federal-State funds for this project, without any commitment on the part of the City at this time as to any allocation of local funds. ,- -- City Manager Noland reported to Council that, under revised Federal regulations on the administration of Federal Revenue-Sharing funds, the City administration will be required to conduct a preliminary public hearing, as to proposed usage of such funds, prior to submission of the City Manager's proposed budget for the upcoming fiscal year and (that), in connection with consideration of the Manager's proposed budget by City Council, the Council will be required to conduct a public hearing on the proposed usage of such funds, the intent of the Federal regulations being to encourage more citizen input toward the selection or designation of projects to be financed by these funds.
