<br />31 <br /> <br />THURSDAY <br /> <br />DECEMBER 30, 1976 <br /> <br />,- <br /> <br />involving the petitioner's request and the developments which caused petitioner <br /> <br />to abandon his initial project of converting the property into an apartment <br /> <br />complex, for which Council issued a Special-Use Permit under date of <br /> <br />October 12, 1976. Following further discussion of this matter, Council <br /> <br />directed that a duly-advertised public hearing be conducted by Council at its <br /> <br />regular meeting scheduled for January 25, 1977, on the proposal of the <br /> <br />Planning Commission to create a category under the Special-Use Permit section <br /> <br />of the Zoning Ordinance, to allow for the operation of homes for the aged <br /> <br />thereunder, with the understanding that the Planning Commission would conduct <br /> <br />its public hearing thereon at its forthcoming January 20th meeting. <br /> <br />,'- <br /> <br />Councilmen Oakes and Greene made statements concerning recent pronoucements <br /> <br />by the Honorable Mills Godwin, Governor of the Commonwealth of Virginia, <br /> <br />wherein Governor Godwin and various members of the Virginia General Assembly <br /> <br />have indicated that, because of an anticipated State budget deficit of <br /> <br />$120,000.00 for the current biennium, there may be sharp cutbacks of State <br /> <br />funds allocated to Virginia localities in fiscal 1977-78. Council took the <br /> <br />position that it would be unfair for the State to make local governments <br /> <br />the "scapegoat" of the State's miscalculation of its income during the <br /> <br />biennium in the State's effort to solve its financial problem. Council also <br /> <br />expressed the hope that combinations of sufficient budget reductions by the <br /> <br />State and a reduction of State-mandated programs could be effected by the <br /> <br />State and, therefore, eliminate the need for local governments to increase <br /> <br />taxes to absorb some of the State's anticipated budget shortfall. Council <br /> <br />directed the City Manager and the City Attorney to advise, by letter, appropriate <br /> <br />r~k. <br />
