<br />314 <br /> <br />THURSDAY <br /> <br />DECEMBER 30, 1976 <br /> <br />referred back to the Planning Commission for further study before final <br /> <br />action is taken thereon by Council; however, upon being advised by <br /> <br />Mr. James H. Ford, Chairman of the Planning Commission, that the Planning <br /> <br />Commission has found that the proposed rezoning of these properties <br /> <br />complies with the city's Comprehensive Plan and (that) the Commission is of <br /> <br />the opinion that such rezoning would be in the best interest of the City, <br /> <br />Council--upon motion, duly seconded and carried--accepted the Planning <br /> <br />Commission's recommendation and, thus, effected said rezoning by adoption <br /> <br />of the following ordinance amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this thirtieth day <br />of December, 1976, that the Zoning Map of the City of <br />Martinsville be--and is hereby--amended to effect and <br />reflect a "C-2 Commercial" zoning of Lots Nos. 25 and 26 <br />fronting the north side of Gravely Street, said lots <br />being owned by Mr. James C. Stone, and Lots Nos. 28 and <br />29 fronting the east side of Moss Street, said lots being <br />owned by the City of Martinsville, as shown on Section 32, <br />Block Q, of the City's Tax Map. <br /> <br />Council was advised by the Planning Commission that said Commission will <br /> <br />conduct a public hearing on January 20, 1977 on a petition filed with Council <br /> <br />on November 23, 1976, by Mr. Daniel C. Hairston (through his attorney, <br /> <br />Mr. Ebb H. Williams, III), seeking an amendment to the City's Zoning <br /> <br />Ordinance to permit petitioner to operate a home for the aged at petitioner's <br /> <br />property identified as the former Community Hospital, the Commission <br /> <br />further reporting that, rather than amend the Zoning Ordinance as requested, <br /> <br />it will propose the creating of a category for such usage under the Special-Use <br /> <br />Permit section of the ordinance. Mr. Williams, counsel for petitioner, <br /> <br />explained to Council the background of the unusual set of circumstances <br />
