<br />an: <br /> <br />TUESDAY <br /> <br />DECEMBER 14, 1976 <br /> <br />heretofore have been selected by the commission and/or its chairman, <br /> <br />,- <br /> <br />Council confirmed the present membership, including the two appointees <br /> <br />hereinbefore referred to, and agreed to follow this confirmation <br /> <br />procedure with regard to members selected and/or appointed in the <br /> <br />future. <br /> <br />In continuing its consideration (from its November 23rd meeting) of <br /> <br />whether to apply for a Federal grant of 90% (with 10% being local and <br /> <br />"in-kind") of the cost of purchasing and operating (for one year) a <br /> <br />twelve-passenger van or bus primarily for the use of local senior <br /> <br />citizens, Council heard from the following persons: <br /> <br />.- <br /> <br />(1) Miss June Gay, Executive Director of Piedmont Seniors <br />of Virginia, Inc., who informed Council that guide- <br />lines for usage of such a van would be established by <br />her organization under the Federal Title III Older <br />Americans Act and (that) the City would be eligible <br />for operational-cost grants up to three years if the <br />vehicle is used for local recreational purposes; <br />(2) Mr. Herbert O. Hughes, the City's Recreation <br />Director, who indicated that such a vehicle could be <br />used for transporting physically-handicapped <br />citizens (other than senior citizens), with <br />Mr. Hughes pointing out further that the City's <br />current recreational program offers nothing for <br />older citizens; <br />(3) Mrs. John L. Manson and Mr. Curtis F. Boudlin, <br />the City's appointees to the Board of the District <br />Agency on Aging (Piedmont Seniors), who outlined <br />the purpose of their organization, viz., to help <br />the disadvantaged, and (who) advocated the applying <br />for the aforementioned Federal grant; <br />(4) Mrs. Estelle B. Gilbert, of 330 Greyson Street, who <br />raised certain questions, on the part of herself <br />and other citizens, pointing to the possibility <br />that alternative arrangements to serve the same <br />purpose might be available; <br />(5) Mr. John R. McCraw, Jr., of 1724 Meadowview Lane, <br />who-through a prepared statement--urged Council to <br />apply for the Federal grant; <br />
