<br />302 <br /> <br />DECEMBER 14, 1976 <br /> <br />TUESDAY <br /> <br />(6) Mr. Lambert Wood, Coordinator of the Piedmont MH&MRS <br />Agency, who strongly urged Council to apply for said <br />Federal grant and provide therefrom the transportation <br />service for the City's elderly, emphasizing the need <br />to improve the quality of life for the elderly; and <br />(7) Mr. James A. Hollandsworth, of 520 Broad Street, who-- <br />on behalf of a number of local senior citizens--expressed <br />opposition to "Federal hand-outs" and to Council's <br />applying for the Federal grant. <br /> <br />In addition, Councilman West relayed to Council the expressions he has <br /> <br />recently received on this matter, generally in agreement with the <br /> <br />opposition expressed by Mr. Hollandsworth; and, Vice-Mayor Cole read <br /> <br />a prepared statement questioning the role of certain Federal programs, <br /> <br />including the program under which the van-purchase application falls, <br /> <br />and their impact upon local initiative. In support of applying for <br /> <br />Federal funds for the purpose mentioned hereinabove and in support of <br /> <br />programs for the elderly, Councilman Greene offered the following <br /> <br />prepared statement, entitled "Program for the Elderly": <br /> <br />What It Is: <br /> <br />Piedmont Seniors of Virginia, Inc. was chartered in <br />March, 1976 to be the area agency on aging in the West <br />Piedmont Planning District. It's activities are <br />directed by a Board of Directors composed of two <br />representatives appointed by the governing bodies of <br />the member jurisdictions. Present members include <br />Pittsylvania, Franklin County, Danville and Martinsville. <br />The purpose is to concentrate resources and secure funds <br />to improve the quality of life for Elderly people in the <br />District. <br /> <br />Martinsville's Need For A Program For The Elderly: <br /> <br />The 1970 V.S. Census reported 2,474 persons, aged 60 and <br />over living in the City of Martinsville, 12.6% of the <br />city's population. The WPPD projects that in 1980, the <br />over 60 population of Martinsville will increase by 40% <br />to 3,362 persons, and grow to 18.7% of the City's <br />population. <br /> <br />The ten-year projected 40% increase in Martinsville's <br />over 60 population is the second largest in the Planning <br />District. <br /> <br />#' <br />
