E. ENCROACHMENT LINES - The lateral limits or line drawn along each side and
generally parallel to a watercourse, body of water, or ravine to preserve
the flood carrying capacity of the stream or other body of water and its
flood plain, and to assure attainment of the basic objective of improvement
plans that may be considered or proposed. Their location along a stream
should be such that the floodways between them will effectively carry and
discharge a flood of not less than the 100 year flood hereinafter referred
to.

F. EQUAL DEGREE OF ENCROACHHENT - A standard applied in detennining the
location of encroachment lines so that the hydraulic capacity of flood
plain lands on each side of a channel are reduced by an equal amount due
to flood plain encroachments. This standard will not be applied where
encroachment prior to this ordinance exists.

G. FLOOD - A temporary rise in stream flow or stage that results in inundation
of the areas adjacent to the channel.

H. FLOOD HAZARD AREA - The maximum area of a flood plain which will be inundated
by a 100 year flood, an Intermediate Regional Flood (a flood of magnitude
which may occur on an average of once in lOO years, or has a l% chance each
year). The Flood Hazard Areas are shown in the Special Flood Hazard Information
Report on Smith River, by the U. S. Corps of Engineers, August 1971, on maps
prepared by the City's Engineering Division based on available historic and
hydrologic data, and on maps to be prepared by the Department of Housing and
Urban Development.

I. FLOOD PLAINS - The areas of land which have in the past been covered or can
be reasonably expected in the future to be covered temporarily by flood waters.

J. FLOODWAY FRINGE (F.F.) - That portion of a flood plain which is in a Flood
Hazard Area, but which is outside of the Floodway.

K. FLOODPROOFING - Combinations of structural provisions, changes, or adjustments
to properties and structures subject to flooding, designed and used primarily
for the reduction or elimination of flood damages to properties, water and
sanitary facilities, structures, and contents of buildings in the regulatory
flood plain.

L. FLOODWAY - The channel of a river, other watercourse or ravine and those
portions of the adjoining flood plains which are reasonably required to
carry and discharge the waters of the 100 year flood (Intermediate Regional
Flood). The floodway will be deemed to be a nonencroachable area.

M. OBSTRUCTION - Any dam, wall, wharf, embankment, levee, dike, pile, abutment,
projection, excavation, channel rectification, culvert, building, wire, fence,
stockpile, refuse, fill, structure, or matter in, along, across, or projecting
into any channel. watercourse, or flood hazard area which may impede, retard,
or change the direction of flow of water, either in itself or by catching or
collecting debris carried by such water; or matter of any kind which is placed
where the flow of water might carry the same downstream, resulting in damage
to property or the endangerment of life.
