N. REACH _ Longitudinal segments of a river or stream which will be affected by the placement of an obstruction in a floodway or floodway fringe. O. STRUCTURE - An assembly of TIlaterials forming a construction for occupancy or use, including but not limited to, buildings, stadiums, gospel and circus tents, reviewing stands, platforms, stagings, observation towers, radio towers, water tanks, trestles, piers, wharves, open sheds, coal bins, shelters, fences and display signs. P. SUBSTANTIAL IMPROVEMENT - Any repair, reconstruction or improvement of a structure in which the cost exceeds fifty percent (50%) of the appraised value of the property. Q. WATER SURFACE PROFILE - The elevations in relation to the mean sea level expected to be reached by a lOO year flood at pertinent points along a stream. IV JURISDICTION This ordinance shall apply to all flood plain areas within the jurisdiction of the City of Martinsville, Virginia. V THE OFFICIAL MAP, hereinafter referred to, shall be the Zoning Map of the City with an overlay showing the Flood Hazard Areas. Said Official Map, together with all explanatory matter thereon and attached thereto, and the appropriate water surface profiles, as they become available, are hereby adopted by reference and declared to be a part of this ordinance. VI THE BOUNDARIES OF THE FLOOD DISTRICTS will be shown on the Official Map Which will be on file in the Martinsvil1e Circuit Court Clerk's Office. The boundaries shown on the Official Map will be established from said water surface profiles and, in the event of conflict between the boundaries shown on the Official Map and the water surface profiles, the water surface profiles shall control. The profiles will be shown on maps in the Building Official's Office and may be changed when field surveys show the topography has changed. VII COMPLIANCE - No structure or land in the Flood Hazard Area shall hereafter be used and no structure shall be located, extended, converted, or structurally altered therein without full compliance with the terms of this ordinance; and, This ordinance shall be an adjunct to the City's Zoning Ordinance, the Virginia Uniform Statewide Building Code, the City's Subdivision Ordinance and related Utility Extension Ordinance~ wherein such ordinances and codes apply to the use, development and subdivision of lands and to the construction of buildings within the City of Martinsville, Virginia. VIII INTERPRETATION In their interpretation and application, the prov1s10ns of this ordinance shall be held to be minimum requirements and shall be liberally construed in favor of the governing body and shall not be deemed a 1iluitation or repeal of any other powers granted by provisions of law or ordinance. -3- ....,..-..,.._"".-----"""'~-""""......,..--,.._...---.......~'_...,
