<br />N. REACH _ Longitudinal segments of a river or stream which will be affected <br />by the placement of an obstruction in a floodway or floodway fringe. <br /> <br />O. STRUCTURE - An assembly of TIlaterials forming a construction for occupancy <br />or use, including but not limited to, buildings, stadiums, gospel and circus <br />tents, reviewing stands, platforms, stagings, observation towers, radio <br />towers, water tanks, trestles, piers, wharves, open sheds, coal bins, <br />shelters, fences and display signs. <br /> <br />P. SUBSTANTIAL IMPROVEMENT - Any repair, reconstruction or improvement of a <br />structure in which the cost exceeds fifty percent (50%) of the appraised <br />value of the property. <br /> <br />Q. WATER SURFACE PROFILE - The elevations in relation to the mean sea level <br />expected to be reached by a lOO year flood at pertinent points along a <br />stream. <br /> <br />IV JURISDICTION <br /> <br />This ordinance shall apply to all flood plain areas within the jurisdiction of <br />the City of Martinsville, Virginia. <br /> <br />V THE OFFICIAL MAP, hereinafter referred to, shall be the Zoning Map of the City <br />with an overlay showing the Flood Hazard Areas. Said Official Map, together <br />with all explanatory matter thereon and attached thereto, and the appropriate <br />water surface profiles, as they become available, are hereby adopted by <br />reference and declared to be a part of this ordinance. <br /> <br />VI THE BOUNDARIES OF THE FLOOD DISTRICTS will be shown on the Official Map Which <br />will be on file in the Martinsvil1e Circuit Court Clerk's Office. The boundaries <br />shown on the Official Map will be established from said water surface profiles <br />and, in the event of conflict between the boundaries shown on the Official Map <br />and the water surface profiles, the water surface profiles shall control. The <br />profiles will be shown on maps in the Building Official's Office and may be <br />changed when field surveys show the topography has changed. <br /> <br />VII COMPLIANCE <br /> <br />- <br /> <br />No structure or land in the Flood Hazard Area shall hereafter be used and no <br />structure shall be located, extended, converted, or structurally altered therein <br />without full compliance with the terms of this ordinance; and, <br /> <br />This ordinance shall be an adjunct to the City's Zoning Ordinance, the Virginia <br />Uniform Statewide Building Code, the City's Subdivision Ordinance and related <br />Utility Extension Ordinance~ wherein such ordinances and codes apply to the use, <br />development and subdivision of lands and to the construction of buildings within <br />the City of Martinsville, Virginia. <br /> <br />VIII <br /> <br />INTERPRETATION <br /> <br />In their interpretation and application, the prov1s10ns of this ordinance shall <br />be held to be minimum requirements and shall be liberally construed in favor of <br />the governing body and shall not be deemed a 1iluitation or repeal of any other <br />powers granted by provisions of law or ordinance. <br /> <br />-3- <br /> <br />....,..-..,.._"".-----"""'~-""""......,..--,.._...---.......~'_..., <br />
