<br />t} q- <br />~ lj_ <br /> <br />TUESDAY <br /> <br />NOVEMBER 9, 1976 <br /> <br />...- <br /> <br />In connection with the Brookdale Road reconstruction project and, moreover, <br /> <br />in connection with Council's action of August 10, 1976, wherein and whereby <br /> <br />City Manager Noland was authorized to execute options in favor of the Virginia <br /> <br />Department of Highways & Transportation for the purchase by said highway <br /> <br />department (from the City) of City-owned properties required for said <br /> <br />reconstruction project, Council unanimously authorized Vice-Mayor Hobson to <br /> <br />execute, on behalf of the City, deeds of conveyance and easements to said <br /> <br />highway department, for which the City is to receive the total sum of $36,643.00. <br /> <br />Mr. Dudley Dean, President of the Martinsville JAYCEES, and Mr. Melvin Woody, <br /> <br />President of the West Martinsville JAYCEES, along with Miss Linda Burnette, <br /> <br />Senior Citizens Coordinator, appeared before Council and outlined a project <br /> <br />sponsored by the JAYCEES whereby, with local and State funds for the purchase <br /> <br />of insulation materials, these organizations will provide the labor to install <br /> <br />such materials in a "winterization" program for sub-standard homes. Upon <br /> <br />motion, duly seconded and unanimously carried, Council authorized the filing <br /> <br />for--and acceptance of--an allocation of $1,009.78 by the Virginia Association <br /> <br />of Community Action Agency for use by the JAYCEES in this project, as well as the <br /> <br />acceptance of additional funds if allocated for this project, with the Martinsville <br /> <br />JAYCEES being designated as administrator of the project. <br /> <br />Council acknowledged with appreciation the presence of State Senator Virgil <br /> <br />Goode and State Delegate A. L. Philpott who offered their assistance toward <br /> <br />introducing and processing legislation during the 1977 General Assembly, if <br /> <br />Council so desires, by which the City's Charter (Section 2 of Chapter 2) might <br />
