"'. <br />~,uU <br /> <br />TUESDAY <br /> <br />NOVEMBER 9, 1976 <br /> <br />WHEREAS, Section 58.778.1 of the CODE OF VIRGINIA (1950, <br />and as amended) provides that the governing body of any <br />city having at least one full-time real estate appraiser <br />or assessor, certified by the State Tax Commissioner, may <br />provide by ordinance for the biennial assessment and <br />equalization of real estate in lieu of the reassessments <br />required under Chapter 15 of Title 58 of said Code; and, <br /> <br />WHEREAS, the City of Martinsville does, in fact, have one <br />full-time real estate appraiser or assessor certified by <br />said Tax Commissioner; and, <br /> <br />WHEREAS, the Commissioner of the Revenue for the City of <br />Martinsville has requested the enactment of such an <br />ordinance; now, therefore, <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting held November 9, 1976, that-- <br />beginning with the year 1977, and for each year thereafter <br />so long as this ordinance shall remain in effect--all real <br />estate in the City of Martinsville shall be assessed and <br />equalized biennially; and, <br /> <br />BE IT FURTHER ORDAINED by said Council that a new <br />reassessment of all real property within the City of <br />Martinsville shall be conducted biennially, which <br />reassessment may be completed during an entire two-year <br />period, provided that the same standards of value are <br />employed for all appraisals made during such period. <br /> <br />Although tentatively accepting the Planning Commission's recommendation that <br /> <br />Council deny the recently-filed petition submitted by DeShazo Oil Company, <br /> <br />Inc., requesting the rezoning from "C-3 Commercial" to "M-2 Industrial" of <br /> <br />petitioner's property at the intersection of Railroad and Bridge Streets, <br /> <br />further identified as Lot No. 50 of Section 32 of the City's Tax Map, the <br /> <br />reasons for recommending denial being set forth in the Commission's report, <br /> <br />Council--upon advice of City Attorney Worthy--called for a duly-advertised <br /> <br />public hearing to be conducted on this request at Council's forthcoming <br /> <br />December 14th meeting. <br />
