"'. ~,uU TUESDAY NOVEMBER 9, 1976 WHEREAS, Section 58.778.1 of the CODE OF VIRGINIA (1950, and as amended) provides that the governing body of any city having at least one full-time real estate appraiser or assessor, certified by the State Tax Commissioner, may provide by ordinance for the biennial assessment and equalization of real estate in lieu of the reassessments required under Chapter 15 of Title 58 of said Code; and, WHEREAS, the City of Martinsville does, in fact, have one full-time real estate appraiser or assessor certified by said Tax Commissioner; and, WHEREAS, the Commissioner of the Revenue for the City of Martinsville has requested the enactment of such an ordinance; now, therefore, BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting held November 9, 1976, that-- beginning with the year 1977, and for each year thereafter so long as this ordinance shall remain in effect--all real estate in the City of Martinsville shall be assessed and equalized biennially; and, BE IT FURTHER ORDAINED by said Council that a new reassessment of all real property within the City of Martinsville shall be conducted biennially, which reassessment may be completed during an entire two-year period, provided that the same standards of value are employed for all appraisals made during such period. Although tentatively accepting the Planning Commission's recommendation that Council deny the recently-filed petition submitted by DeShazo Oil Company, Inc., requesting the rezoning from "C-3 Commercial" to "M-2 Industrial" of petitioner's property at the intersection of Railroad and Bridge Streets, further identified as Lot No. 50 of Section 32 of the City's Tax Map, the reasons for recommending denial being set forth in the Commission's report, Council--upon advice of City Attorney Worthy--called for a duly-advertised public hearing to be conducted on this request at Council's forthcoming December 14th meeting.
