After some discussion, and following several alternative amendment <br /> <br />suggestions offered by Councilman Oakes, Council unanimously authorized <br /> <br />City Attorney Worthy to proceed with the drafting, for Council's <br /> <br />consideration, of one of Councilman Oakes' suggested amendments, viz., if <br /> <br />Council fails to fill a councilmanic vacancy within thirty days and at least <br /> <br />six months of an unexpired and vacated term remains, a special election shall <br /> <br />be called for the purpose of filling such vacancy. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized and <br /> <br />directed the merging and/or consolidating of certain funds within the City's <br /> <br />accounting structure, barring any legal prohibitions, pursuant to Councilman <br /> <br />Greene's recommendations included in his following prepared statement: <br /> <br />The City's finances are currently broken down into eighteen <br />separate funds. The Annual Budget, Audit and Quarterly <br />Financial Statements are presented with this Eighteen-Fund <br />Format. <br /> <br />On May 14, Mr. Yeaman suggested to Council that the School <br />Building Construction Fund and the Community Development <br />Fund be merged with the General Fund because they serve no <br />useful purpose and the merger will eliminate long-standing <br />fund deficits. I agree with Mr. Yeaman that both of these <br />funds should be closed out and merged with the General Fund; <br />in addition, I feel we should go a step further and <br />restructure the City's accounting system by changing eight <br />additional funds to accounts within the general fund: <br />City Transit, Virginia Public Assistance, Special Welfare, <br />School, Cafeteria, School Textbook, Prison, and Redevelopment- <br />Housing. After these ten funds are changed into accounts <br />within the General Fund, the City's accounting records will <br />consist of only eight funds instead of the present eighteen. <br />The eight remaining funds will be General, Water, Sewer, <br />Electric, Sewer Bond, Revenue Sharing Trust, Federal <br />Programs, and Central Stores. <br />
