Conditional Uses: <br /> <br />The following uses may be allowed, provided the procedures of procuring a <br />Conditional Use Permit are followed and the uses are not in conflict with <br />any existing ordinances. <br /> <br />1. Residential - Single and multi-family residences shall be constructed, <br />altered, or moved so that the elevation of the lowest floor (including <br />basement) shall be at least two (2) feet above the 100 year flood level. <br />Such structures shall have a means of ingress and egress to land outside <br />the F100dway Fringe District (F.F.) which is above the 100 year flood <br />level. The means of pedestrian ingress and egress shall be a minimum <br />of fifteen (15) feet wide, or five (5) feet wide if equipped with <br />handrails or other safety features. Such structures shall, also, have <br />a means of ingress and egress to land outside the Floodway Fringe District <br />(F.F.) for emergency vehicles. <br /> <br />2. Commercial: <br /> <br />a. New construction of and substantial improvements to commercial <br />structures shall be elevated at least one (1) foot above the 100 year <br />flood level. Accessory land uses such -as yards, parking areas, and <br />railroad tracks may be placed at lower elevations. <br /> <br />b. Manufacturing and Industrial - New construction of, and substantial <br />improvement to, manufacturing and industrial structures shall be <br />situated at least one (l) foot above the 100 year flood level or <br />adequately floodproofed as set forth in Section XXI of this ordinance. <br />Accessory land uses, such as yards and parking areas, may be at <br />lower elevations as set forth in Para.graph (a) above. In considering <br />permit applications, the Board shall give due consideration to needs <br />of industry whose business requires that it be located in Flood Hazard <br />areas and for whom failure to make improvements to their industrial <br />processes would cause major employment and economic hardships for <br />employees and the community. <br /> <br />c. Storage of Materials - Storage of materials which are pollutants, <br />buoyant, flammable, explosive, or which could be injurious to human, <br />animal, or plant life in time of flooding, or which have high flood <br />damage potential, shall be stored at least one (1) foot above the <br />100 year flood level or f100dproofed or protected by structural <br />measures consistent with the standards set forth herein. <br /> <br />3. Public and Semi-Public Facilities: <br /> <br />a. Utilities, railroads, streets, bridges, public utility facilities, <br />public utility measurement and control facilities, roads, railroad <br />tracks, and bridges, provided such facilities are constructed so as <br />not to increase the 100 year flood level more than one (1) foot in <br />anyone reach or for the cumulative effect of several reaches and <br />will be compatible with local comprehensive flood plain development <br />plans; and, provided further, all such facilities are located, <br />elevated, and constructed in a manner to eliminate or minimize <br />flood damage. <br /> <br />-6- <br />
