<br />''?J,,' <) <br /> <br />J u ,(.,.J <br /> <br />TUESDAY <br /> <br />OCTOBER 26, 1976 <br /> <br />the CBD Commission reporting that the downtown parking plan and its <br /> <br />implementation are proving to be successful and with the Commission <br /> <br />recommending continuance of the plan. Council accepted the report and <br /> <br />recommendations of the Commission and, in addition, upon recommendation <br /> <br />of Mr. Brown and with reference to his report presented at Council's <br /> <br />September 28th (1976) meeting, authorized the negotiating with the <br /> <br />Southern Railway System and/or the Carolina & Northwestern Railway Company <br /> <br />for an agreement by which the City might lease the C&NW property, situated <br /> <br />on the north side of Depot Street, for off-street parking purposes, it <br /> <br />being reported that the cost of leasing this property should be off-set <br /> <br />by income, part of which income would be derived from rentals to be paid by <br /> <br />U. S. Army Reserve Units using this property one weekend each month. <br /> <br />In response to an inquiry and in acceptance of the consensus of opinion <br /> <br />expressed by citizens present, Council directed (with Councilman Oakes <br /> <br />voting against the motion so directing) that the 1976 observance of <br /> <br />Halloween shall be on its traditional date, viz., Sunday, October 31st. <br /> <br />Council acknowledged receipt of, and concurred with, a letter from the <br /> <br />Culpeper County Board of Supervisors protesting the increasing financial <br /> <br />burdens being imposed upon local governments as a result of State-mandated <br /> <br />programs, it being noted that Council brought this problem to the attention <br /> <br />of the City's representatives to the Virginia General Assembly at Council's <br /> <br />meeting of July 27th, 1976. <br />
