" <br /> <br />TUESDAY <br /> <br />OCTOBER 26, 1976 <br /> <br />!,.~- <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on a proposal, recommended by the Planning Commission, to delete "used car <br /> <br />lots and/or repair garages", authorized by ordinances adopted by Council August <br /> <br />10, 1976 and amended September 28, 1976, from allowable uses within the "C-2 <br /> <br />Commercial" zoning districts. There being no objections to this proposal, <br /> <br />Council unanimously adopted the following ordinance amending the Zoning <br /> <br />....-.. <br /> <br />Ordinance accordingly: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled October 26, 1976, <br />that line 19 of Section V, Paragraph "I" (as an allowable <br />usage within the "C-2 Commercial" District) be--and is <br />hereby--deleted and, therefore, with the effective date <br />of this ordinance such allowable usage, as heretofore <br />permitted under said Council's amending ordinances <br />adopted August 10, 1976 and September 28, 1976, shall <br />no longer be permitted; provided, however, that any new <br />business established under the provisions of said <br />amending ordinances may continue to operate thereunder <br />as a non-conforming use for an unlimited period of time. <br /> <br />In connection with real estate reassessment procedural revisions proposed by <br /> <br />Commissioner of Revenue D. B. Hanel to Council at its regular meeting held <br /> <br />October 12, 1976, Council placed on first reading an ordinapce which, if <br /> <br />adopted, will provide for the biennial assessment and equalization of real <br /> <br />estate in the City, beginning with 1977. In addition, Council unanimously <br /> <br />adopted the following resolution providing for the annual assessment and <br /> <br />equalization of real estate for local taxation by the City's Commissioner of <br /> <br />the Revenue: <br /> <br />WHEREAS, Section 58-769.2 of the 1950 CODE OF <br />VIRGINIA, as amended, provides that the governing <br />body of any city, may by resolution duly adopted, <br />provide for the annual assessment and equalization of <br />real estate for local taxation by the Commissioner of <br />Revenue, provided that said Commissioner of Revenue <br />consents thereto; and, <br />
