<br />n " <br />~lo <br /> <br />TUESDAY <br /> <br />OCTOBER 26, 1976 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, <br /> <br />Virginia, with Mayor G. S. Fitz-Hugh, Jr., presiding, was held Tuesday, <br /> <br />October 26, 1976, in the Circuit Courtroom, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., G. S. Fitz-Hugh, Jr., Mayor; William D. <br /> <br />Hobson, Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its <br /> <br />regular meeting held October 12, 1976. <br /> <br />Prior to the beginning of its consideration of the scheduled order of <br /> <br />business for this meeting, and noting the presence of a large number of <br /> <br />citizens, Council opened the meeting to comments and/or inquiries any <br /> <br />of the citizens (present) might wish to present. Five of these citizens <br /> <br />expressed their individual hopes that the Council will appoint <br /> <br />Mr. J. Pat Sutton, a candidate in the councilmanic election held May 4, <br /> <br />1976, to fill the unexpired term of Councilman Fitz-Hugh, whose resignation <br /> <br />will become effective October 31, 1976; one citizen inquired as to the <br /> <br />progress being made in providing a meeting place for local senior citizens; <br /> <br />one citizen inquired of the applicability of the City's Dog Leash Law <br /> <br />Ordinance to dog owners living adjacent to the City's Corporate Limits; <br /> <br />and, one citizen inquired as to whether the City's Dog Warden's enforcement <br /> <br />authority extends to private property. Responses to the last three matters <br /> <br />were given by City Manager Noland and/or City Attorney Worthy. <br />
