<br />~38 <br /> <br />TUESDAY <br /> <br />SEPTEMBER 28, 1976 <br /> <br />its consideration of certain zoning problems which have confronted the Druid <br /> <br />Hills Baptist Church, situated off Spruce Street outside the City's corporate <br /> <br />limits, and in an effort to resolve these zoning problems, recommended that <br /> <br />Council close and abandon that portion of Tan Bark Place which lies within <br /> <br />the City, noting that this church is the owner of all property surrounding <br /> <br />said Tan Bark Place and that the Henry County Board of Supervisors has <br /> <br />recently closed and abandoned that portion of said street lying in <br /> <br />Henry County. Council unanimously accepted this recommendation and <br /> <br />ordered closed and abandoned, with appropriate quit-claim deed to the <br /> <br />Druid Hills Baptist Church, subject to the legal opinion of City Attorney <br /> <br />Worthy as to whether Council's order may be subject to an alternative <br /> <br />procedure by which a Board of Viewers might be required, in this case, to <br /> <br />view the property and report its findings to Council, in which event City <br /> <br />Manager Noland was empowered to appoint such a Board of Viewers. (Note: <br /> <br />Subsequent to this meeting, it was reported that City Attorney Worthy had <br /> <br />found that the alternative procedure, i.e., requiring a Board of Viewers, is <br /> <br />not necessary and, therefore, Council's order to close and abandon is <br /> <br />sustained.) <br /> <br />In connection with a request filed with Council on September 7, 1976, by <br /> <br />Mrs. Diane A. Brownfield, seeking free busing of all local public school <br /> <br />students to and from school(s), City Manager Noland presented a report <br /> <br />indicating that, excluding some unknown cost factors, to provide such free <br /> <br />busing will cost a minimum of $63,000.00 per year. Mrs. Brownfield, being <br /> <br />present at this meeting and taking no exception to the City Manager's report, <br /> <br />presented a petition signed by one member only of each of some six hundred <br />
